About The Position

The incumbent’s primary responsibilities are the inspection of private wells after construction to confirm information submitted by licensed well contractors via the Water Management Information System (WMIS) including the Well Construction Permit (WCP), Applications, and Completion Reports are accurate per 62-532, Florida Administrative Code (F.A.C.). Inspects well abandonments by licensed well contractors using state approved methods. Inspects well groutings for the construction of Limited Use Water System (LUWS) wells, Public Supply wells, and variance wells by licensed well contractors using state approved methods. Ensures a minimum of 20% of wells are inspected monthly for each water management delegation. The incumbent will inspect Limited Use Public Supply (LUPS) wells in accordance with requirements of 64E-8 and the operating permits of these public systems, which shall include, but not be limited to, taking water samples and submitting them to a state approved water sample testing facility. Document inspections on state approved forms and record within the approved physical and digital filing systems. Assists in processing well permit applications received and enters the information and digital documents into a computer database. Assists in issuing permits for well construction. Answers general questions for clients requesting general information regarding Marion County’s delegated well permit program as required in the Southwest Florida Water Management District (SWFWMD) and St. Johns River Water Management District (SJRWMD) delegation agreements. Maintains hard copy files of all pertinent well information including permit, well log, well grout, and well completion reports. Compiles and pulls data to prepare reports to be submitted to the Water Management Districts as required by the delegation agreement for SWFWMD and SJRWMD. Custodian of Environmental Public Health (EPH) records, charged with organizing and maintaining records (hardcopy and digital). Scan hardcopy documents received by Environmental Public Health (EPH) to a digital format and accurately upload to proper accounts in the Environmental Health Database (EHD) daily. Conducts quality assurance review of hard copy Limited Use Water System (LUWS) water quality sample results and bathing beach sample results, as compared to digital copies in EHD daily. Performs front desk duties in the absence of front desk staff assistant and relieves front desk staff assistant during lunch and breaks. Performs other related work activities as assigned.

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to Environmental Public Health programs.
  • Ability to troubleshoot and/or work with IT to resolve technical issues with computer and state issued smartphone.
  • Ability to speak with people with various educational backgrounds.
  • Ability to write clearly and explain various codes in easily understandable terms.
  • Ability to take water samples and use chlorine water test kit.
  • Ability to work outside in hot weather.
  • Ability to lift 30 lbs.
  • Ability to twist, bend, and reach above head.
  • Knowledge of water well construction industry and/or regulatory agency involved in well construction.
  • High Scholl Diploma or GED
  • Valid Florida Driver's License
  • Ability to work outside in hot or cold weather
  • Position requires daily in-office or field work
