About The Position

Responsible for ensuring regulatory compliance of Long Term Care (LTC) healthcare facilities, including blueprint and construction plan review and approval. Duties include conducting federal certification and/or state licensure surveys of LTC facilities; evaluating environmental conditions and Emergency Operation Plans and determining compliance with regulatory standards; preparing deficiency reports; reviewing and assessing corrective action plans; and reviewing blueprints and construction plans to ensure adherence to applicable codes and standards. The position may require appearing at hearings, court proceedings, or before boards and commissions.

Requirements

  • Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  • Possession of a Bachelors degree or higher.
  • Three years experience in conducting on-site inspections to identify, assess and control actual or potential environmental health risks.
  • Three years experience in enforcing compliance with laws, rules, regulations, standards, policies and procedures.
  • Six months experience in narrative report writing.
  • Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
  • Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
  • As a condition of hire, the selected candidate must agree to obtain the Centers for Medicare & Medicaid Services (CMS) Quality Indicator Survey (QIS) survey certificate and the Surveyor Minimum Qualification Test (SMQT) certification within nine months of employment.

Responsibilities

  • Coordinates, plans and reviews all activities within technical and environmental health project areas or health unit.
  • Analyzes and evaluates effectiveness of programs at the unit and bureau level.
  • Consults with staff, Bureau, local/private agencies and the public to ensure compliance to Federal and State rules and regulations.
  • Enforces compliance to all rules and regulations through staff field investigations.
  • Provides technical assistance to agency staff, industrial, commercial and professional personnel and others regarding compliance issues.
  • Trains, assigns, reviews and evaluates the work of professional and other personnel.
  • Promotes environmental health to consumers, community organizations, State and Federal agencies and industry.
  • May conduct public meetings and/or testify at public hearings on environmental health issues.
  • Investigates consumer complaints and conducts studies in program areas.
  • May review plans and blueprints on alteration or construction of facilities and make recommendations as required.
  • May draft new and revised regulations and procedures for program areas and provide quality assurance.
