About The Position

ARC Alternative & Renewable Construction, LLC is seeking an experienced Environmental Health and Safety Officer (EHSO) to join our team for New York City agency construction projects. As an EHSO, you will be on-site, responsible for ensuring compliance with occupational health and safety regulations, assisting in the development and implementation of safety policies and procedures, and promoting a culture of safety. Ideal candidates will have an advanced level of experience in EHS practices, possessing excellent communication and problem-solving skills. In this role, you will work closely with the Agency's Safety Manager, Construction Manager (CM), Project Manager (PM), and other applicable staff to identify Environmental Health and Safety (EHS) concerns, offer recommendations for improvement, and take action to implement solutions. You will need to understand the Agency's Standard Operating Procedures (SOPs), communicate requirements effectively, and identify instances of non-compliance. Your responsibilities will include providing site-specific safety orientation training and supporting the preparation of Job Hazard Analyses (JHAs). You will also maintain EHS metrics and provide trending analysis to ensure ongoing compliance and improvement. As part of your duties, you will implement the EHS Management Plan (EHS MP) and the Environmental Health and Safety Plan (EHASP). You will review all EHS-related submittals, including EHASPs, JHAs, hazardous waste management plans, erosion and sediment control plans, and Stormwater Pollution Prevention Plans (SWPPP), to ensure comprehensive oversight of all site activities. Facilitating weekly EHS meetings with the Contractor's EHS Representative (EHSR) and other project management personnel will be essential to ascertain and discuss upcoming construction activity and EHS-related activities for the site, ensuring that the Contractor is adequately identifying and addressing EHS risks and hazards. You will perform and submit Daily EHSO reports of work areas, documenting them on the Agency's Project Management Information System (PMIS). Additionally, you will review and document the General Contractor's project safety management program at prescribed intervals, investigate accidents and near misses, provide Root Cause Analysis, and participate in the “Lessons Learned” process. Overseeing Emergency Action Plans (EAPs) and drills for the site in coordination with the Operating Bureau (if applicable) will also be part of your responsibilities. You will manage Annual EHS Reports for EPCRA, Hazardous Waste generation, and Confined Spaces, prepare and participate in Agency's EHS Audits and OEHS EHS Assessments, and conduct EHS “OSHA 1910” inspections throughout the project lifecycle.
