About The Position

This position assists staff by conducting inspections in the State Revolving Fund Program. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation. This advanced position involves engineering work performed within the State Revolving Fund (SRF) Program. Under the supervision of the Environmental Manager and Program Administrator, the incumbent of this position will be primarily involved with implementing the State Revolving Fund Loan Programs authorized under Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.1835, F.S., Chapter 403.8532 F.S., and the Small Community Wastewater Construction Grants program authorized under Chapter 403.1838 F.S. Engineering knowledge is required to ensure that the proposed facilities are constructed in accordance with good engineering practice. Moderate travel to project site locations is required. This is advanced level work where the employee may perform or be responsible for the completion of a range of assignments independently under very limited supervision. The work requires applying a scientific understanding to analyze problems of a specialized nature in a wide range of applications.

Requirements

  • Knowledge of: the concepts, terminology, principles and analytical techniques of wastewater, stormwater, and drinking water engineering; public works financing concepts and terminology; governmental funding programs for public works; the planning, design, construction and operation of public utility systems; environmental problems and mitigation thereof
  • Skill in professional use of Adobe and Microsoft Office Suite, primarily Outlook, Word, and Excel
  • Ability to: solve problems relating to wastewater, stormwater and drinking water engineering; communicate effectively verbally and in writing; plan, organize, prioritize, coordinate and carry out work assignments; understand and apply applicable rules, policies and procedures; establish and maintain effective working relationships with others; perform field inspections outdoors in all Florida weather conditions
  • A Valid driver’s license.
  • At least four years of verifiable related experience. Post-secondary education from an accredited college or university, with a degree in Engineering, environmental science, or one of the natural sciences, may be used as an alternative for the required four years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Must obtain and maintain Florida Certified Contract Manager certification within 1 year from hire.

Responsibilities

  • Responsible for managing the construction phase of the projects by attending pre-construction and progress update meetings, performing interim and final construction inspections of the project and reviewing change orders, and providing to the project manager, for eligibility with program requirements.
  • Confers with consulting engineers, government officials, industrial representatives, and citizens regarding compliance with department rules and regulations. This will primarily be done as representing the department at public meetings, the pre-bid, kick-off and regular progress meetings for the SRF.
  • Reviews planning documents, including sewer system evaluation surveys and site-specific studies, prepared by other professional engineers. The review of these documents includes ensuring the scope of the document is eligible and appropriate. Also, coordinates the interdisciplinary reviews by experts (clearinghouse review) representing Department and other governmental agencies.
  • Interprets Florida Statutes and the Florida Administrative Code for SRF Programs related to drinking water, wastewater, and stormwater projects.
  • Reviews interlocal agreements, capital finance plans, business plans, public participation documentation, and user charge systems.
  • Assists in the review of plans and specifications and ensures their conformity with facilities planning documentation. This review includes establishing conformity of bidding information with the plans and specifications.
  • Review and process project disbursement requests to ensure accurate and timely reimbursement in accordance with State Revolving Fund program requirements.
  • Assists in maintaining the SRF filing system and database when completed project documents are provided.
  • Assists in creating, amending, and maintaining the inspection program standard operating procedures for SRF.
  • Develops and recommends program objectives and improvements to the environmental manager.
  • Provides guidance (verbal and written comments) to local government officials and their legal, fiscal, administrative and engineering representatives during the preparation of documentation required under Chapters 62-503, 62-505, 62-552, and 62-554, F.A.C. Also reviews federal and state rules and statutes to ensure they are applied in a uniform manner.
  • Assists with preparation and publication of environmental information documents under Chapters 62-503, 62-505, 62-552, and 62-554, F.A.C.
  • Responsible for conducting project closeout inspection and making recommendations for final payment.
  • Performs other related duties as assigned.
