About The Position

The Environmental Compliance Specialist is responsible for ensuring compliance with federal, state, local, and agency-specific environmental regulations related to petroleum, oils, and lubricants (POL); underground and aboveground storage tanks (UST/AST); and Spill Prevention, Control, and Countermeasure (SPCC) programs. This role serves as the technical subject matter expert for fuels and oil compliance, supporting safe operations, environmental protection, regulatory readiness, and mission assurance.

Responsibilities

  • Manage compliance for all POL storage, handling, transfer, and dispensing operations
  • Ensure proper labeling, secondary containment, material compatibility, and segregation
  • Monitor fuel inventories and usage to maintain regulatory and permit compliance
  • Support fuel quality assurance and contamination prevention practices
  • Coordinate with operations, maintenance, and emergency response teams to support safe fuel operations
  • Serve as the UST Program Manager and/or AST compliance lead
  • Ensure compliance with EPA, state, and local UST/AST regulations (40 CFR 280/281)
  • Oversee tank registration, permitting, inspections, leak detection, and monitoring systems
  • Track and manage testing, monitoring, and maintenance requirements (e.g., cathodic protection, overfill prevention)
  • Coordinate and document corrective actions for releases, deficiencies, or violations
  • Maintain and implement the facility SPCC Plan in accordance with 40 CFR 112
  • Conduct and document required SPCC inspections and integrity testing
  • Ensure secondary containment systems and spill response equipment readiness
  • Coordinate spill response training, drills, and exercises
  • Serve as the primary point of contact for oil spill prevention and response activities
  • Ensure compliance with applicable environmental and safety regulations, including EPA (RCRA, Clean Water Act, SPCC, UST), DOT (fuel transportation), OSHA (Hazard Communication, HAZWOPER), and agency-specific requirements (e.g., NASA NPRs, Center Directives)
  • Maintain accurate compliance records, logs, permits, and inspection documentation
  • Support internal and external audits, regulatory inspections, and corrective action tracking
  • Coordinate with EHS, safety, facilities, operations, engineering, and emergency services
  • Identify compliance gaps and recommend corrective and preventive actions
