The Environmental Compliance Specialist II will act as the technical representative conducting solid waste inspections for regulatory compliance. This position is a technical role within the Solid Waste Program’s Compliance Division for the Maryland Counties of Region II (Eastern Shore Maryland), which are subject to change based on current staffing. The incumbent in this position is regarded as a statewide representative for solid waste facilities with groundwater discharge permits that have been administratively extended or found to be in significant non-compliance. The Environmental Compliance Specialist II will conduct on-site and off-site consultations with governmental and private officials representing the solid waste industry. The incumbent will also provide regulatory advice and guidance to promote, control, and maintain sound solid waste management practices across a wide range of environmental program specialties, including sewage sludge utilization, solid waste disposal, hazardous waste, scrap tire management, natural wood waste recycling, composting, coal combustion byproducts, and mass balloon releases. The incumbent will provide regulatory advice and guidance to other governmental agencies, such as local health departments, as well as to regulated entities. The Environmental Compliance Specialist II will negotiate implementation plans for improvements or corrective actions at respective sites and facilities to ensure the protection of human health and the environment. This position involves the following working conditions: Exposure to uncomfortable or unpleasant surroundings Most of the work involves work outdoors, in all weather conditions, and takes place at sites and/or facilities where there could be exposures to potential chemicals, dust, odors, etc. Exposure to hazardous conditions that may result in injury. Solid waste facilities and/or sites can potentially cause exposure to known or unknown waste materials that can pose risk through physical, chemical, bacteriological, or radiological hazards for which training is provided. Required use of protective equipment—such as goggles, gloves, and masks—during site visits. The incumbent will be required to drive a State vehicle. If you hold an out-of-state driver’s license, you must provide a certified copy of your driving record from the issuing state’s Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle.
