About The Position

Oneida Environmental (OE) delivers full-service facility and infrastructure engineering design, environmental science, construction management, and munitions response services worldwide, with over 25 years of successful project performance. OE is actively seeking a highly motivated Environmental Compliance Scientist (Air) with a background in environmental and regulatory compliance to support worldwide federal environmental projects.

Requirements

  • Bachelor's degree in environmental engineering, environmental science, or other relevant scientific discipline and 3 plus years of relevant experience in federal environmental compliance.
  • Working knowledge of Clean Air Act Compliance requirements
  • Proficiency in MS Office products, including Microsoft Excel, Word, PowerPoint, and Outlook.
  • Ability to pass a DoD background investigation.
  • Due to the nature of the work, U.S. citizenship is required.
  • Ability to travel up to 30% of the time.

Nice To Haves

  • Strong knowledge of Air Quality environmental compliance requirements. Ability to implement regulatory compliance tasks such as performing Air Emission Inventories, Air Quality compliance recordkeeping, Air Quality emission source permitting, and Title V permitting. Must have experience with the Air Force APIMS system and understand how to utilize the system to demonstrate regulatory guidance.
  • Professional certification (e.g., EPA Method 9, QEP, REM)
  • Working knowledge of Air Force (AF) environmental databases, such as APIMS, EESOH-MIS, eDASH, STAR, WET, and AF Instructions and DoD policies relating to Environmental Compliance.

Responsibilities

  • Assist in maintaining air emission inventories (AEIs) and potential to emit (PTE) encompassing all air emission sources at installations, including permitted and non-permitted units.
  • Assist the client with applications for new permits and modifications to existing permits due to changes to emission sources, air construction permits for new or modified equipment, and new rules and regulations that drive new permitting requirements.
  • Prepare and submit reports to satisfy specific NESHAP requirements.
  • Assist in the preparation of annual Title V compliance certification packages and semi-annual monitoring reports.
  • Travel to installations and perform, in consultation with the client, a 100% annual field verification inspection of the emission inventory to confirm locations and attributes.
  • Prepare reports in connection with related field activities such as field verifications and compliance assessments.
  • Prepare and submit Tier II and TRI EPCRA Reports to state and local agencies.
  • Possess excellent technical skills, including technical report writing and data evaluation capabilities, as well as detailed field (on-site) observations and associated documentation.
  • Ability to maintain excellent client relationships and communication (written and oral).
  • Possess excellent time management and organizational skills.
  • Ability to work in a team environment, as well as the skills to operate or work on various types of environmental projects.
  • Must comply with OE’s quality standards and health and safety policies.
