About The Position

Technical Environmental Services, Inc. (TES) has supported healthcare, industrial, and public-sector clients for more than 40 years. Our work focuses on protecting people, strengthening compliance, and delivering defensible environmental, health, and safety programs. We operate with a simple principle: identify risk early, communicate clearly, and make it right. TES is seeking an Environmental Compliance Program Leader to own and expand our hazardous waste and RCRA compliance services across healthcare and industrial clients nationwide. This role serves as TES’s technical authority for RCRA and hazardous waste management and is responsible for building scalable, defensible compliance programs that clients trust. This is a program ownership role, not a generalist project management position. The ideal candidate combines deep regulatory knowledge with the drive to build, refine, and expand a national service offering.

Requirements

  • 7+ years of experience in environmental compliance
  • Strong working knowledge of RCRA hazardous waste regulations
  • Experience conducting or overseeing hazardous waste audits
  • Ability to interpret regulations and apply them in real-world settings
  • Strong technical writing and documentation skills

  • Healthcare hazardous waste compliance experience
  • Utility or industrial waste experience (TCLP, waste profiling, waste plans)
  • Consulting or corporate EHS background

Responsibilities

  • Own and lead TES’s healthcare hazardous waste audit program
  • Conduct and oversee structured weekly or monthly RCRA audits
  • Evaluate waste characterization and hazardous waste determinations
  • Assess compliance related to container management, labeling, and accumulation timeframes
  • Inspect and document Satellite Accumulation Areas (SAAs)
  • Identify compliance gaps early and develop practical corrective actions
  • Support survey readiness and regulator-facing documentation
  • Interface with EHS, pharmacy, laboratory, imaging, facilities, and support departments
  • Oversee quality of ENV Technicians
  • Provide technical leadership for RCRA applicability determinations
  • Support development and review of waste management plans
  • Design and interpret TCLP sampling strategies and results
  • Assist with waste profiling, classification, and generator status determinations
  • Coordinate with laboratories and disposal facilities as needed
  • Provide technical input into proposals, scopes, and client inquiries
  • Serve as TES’s internal subject matter authority for RCRA and hazardous waste
  • Review RCRA-related scopes prior to proposal issuance
  • Standardize audit tools, checklists, reporting templates, and guidance
  • Train and mentor environmental project managers and staff
  • Ensure consistent, defensible compliance delivery across regions
