About The Position

Ceres Environmental Operations (CEO) is seeking an experienced Environmental Compliance Manager (ECM) to provide field-based environmental leadership across debris management operations. This role ensures all debris removal, debris site management, reduction, hauling, and disposal activities comply with applicable federal, state, tribal, and local environmental regulations under client contracts. The ECM supports planning, permitting, monitoring, documentation, and regulatory coordination during active disaster response operations. This is a deployable role requiring close coordination with operations, safety, quality, and regulatory agencies.

Requirements

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Geology, Biology, or a related field (Master’s degree preferred).
  • Minimum seven (7) years of experience in environmental compliance, preferably supporting disaster response, debris management, construction, or remediation projects.
  • Demonstrated knowledge of FEMA Public Assistance Program requirements and environmental permitting processes.
  • Experience with hazardous waste management, HHM and HTW handling, and asbestos and lead regulatory requirements.
  • Strong understanding of environmental sampling, monitoring, and compliance reporting practices.
  • Current HAZWOPER certification (40-hour or as required by role).
  • Ability to deploy rapidly and work extended field assignments in fast-paced, high-tempo environments.
  • Strong communication, documentation, and coordination skills.

  • Prior experience supporting federally funded or agency-led projects.
  • Experience working with or supporting projects for agencies such as FEMA, USACE, or state environmental authorities.
  • Experience supporting audits, regulatory inspections, or third-party environmental compliance reviews.

Responsibilities

  • Ensure compliance with applicable environmental regulations including NEPA, RCRA, NESHAP, Clean Water Act, Clean Air Act, and applicable state or territorial requirements.
  • Support development, implementation, and enforcement of Environmental Protection Plans (EPPs).
  • Oversee proper identification, handling, staging, transport, and disposal of regulated waste streams, including HHM, HTW, RACM, white goods, e-waste, and special debris.
  • Support identification and acquisition of required environmental permits and regulatory approvals.
  • Coordinate with federal, state, local, tribal, and regulatory agencies as directed by contract requirements.
  • Support environmental inspections, agency inquiries, and compliance follow-up actions.
  • Develop and review environmental components of job-specific Project Management Plans (PMPs).
  • Review and approve mission-specific environmental submittals including SWPPP, BMP plans, sampling plans, and mitigation measures.
  • Ensure compliance with FEMA and USACE Environmental & Historic Preservation (EHP) requirements.
  • Provide environmental guidance to field crews, QC teams, SSHOs, and site personnel.
  • Verify implementation of stormwater BMPs, erosion control, dust suppression, and contamination-prevention measures.
  • Support environmental field monitoring activities including air quality, runoff control, and soil disturbance mitigation.
  • Ensure environmental data is accurately documented and entered into internal systems and client platforms such as ADMS and LOADM.
  • Prepare and review environmental compliance reports, incident documentation, corrective actions, and closeout materials.
  • Support mission closeout documentation and site restoration verification.
