About The Position

ProSidian Seeks an Environmental Compliance Consultant - GSSC (Full-Time [W-2]) to support an engagement for the US Dept. of Energy (DOE) Hanford. Preferred candidates present with relevant Government, Public Sector, and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) - SCA Code: N/A. This position is located in the CONUS - Northwest Region. Environmental Compliance Consultant - GSSC Candidates shall work to support requirements for FY22-SB14 ECD Technical Support Swim Lanes and statement of work (SOW) while maintaining required qualifications with relevant Government, Public Sector, and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal). ProSidian Team Members work as part of the Engagement Team Cadre to provide Environmental Compliance Consulting services and support as part of Environmental Compliance Division (ECD) Technical Support on behalf of The Department of Energy (DOE), Hanford Site, Assistant Manager for Safety and Environment (AMSE), Environmental Compliance Division (ECD). ECD Technical Support aligns with The ProSidian General Support Services (GSSC) contract for the U.S. Department of Energy at the Hanford Site (Richland Operations Office and the Office of River Protection) The Environmental Compliance Consultant will have responsibility for the execution of the work scope below:

Requirements

  • The Environmental Compliance Consultant - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years
  • Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.
  • Education – BS/BA degree in engineering, science, or business management.
  • Experience – Five (5) years of directly applicable experience in an engineering, scientific, or technical field. Relevant experience includes, but is not limited to, knowledge of relevant technology and techniques, and experience in gathering data to assist in solving complex technical problems.
  • Experience in Hanford Site, other Department of Energy Site, or relevant experience to demonstrate ability in environmental permitting, experience working with regulatory agencies, experience in problem resolution, demonstrable experience with problem resolution.
  • Working-level knowledge of Environmental Compliance, Safety and Health, Quality Assurance, and Nuclear Safety-related controls and requirements.
  • Working-level knowledge of or relevant experience and knowledge to be able to work with WAC 173-303, WAC 173-340, WAC 246-247, WAC 173-400, WAC 173-460, and DOE-EM policies and procedures
  • Demonstrated effective writing skills, and proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review, and coordination.
  • Demonstrated effective communications skills.
  • Knowledge of Microsoft (MS) 365 Word, PowerPoint, TEAMS, and/or other MS Office tools.
  • Must be a U.S. Citizen.
  • Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. Environmental Compliance Consultant shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below:
  • Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor.
  • Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include: a) Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period; and b) Work schedule for Contractor employees, to include any leave taken.
  • Fully vaccinated against COVID, a granted exception to vaccination for COVID, or able to meet entry and testing requirements for entrance and work in federal buildings.

  • Knowledge of Hanford Site mission, activities, and priorities. (preferred)
  • Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.

Responsibilities

  • Provide regulatory support to DOE Hanford’s environmental staff.
  • Assist the ECD Director in evaluating Environmental Compliance Consultants’ performance in regulatory permitting activities, environmental compliance programs, and inspection/readiness activities; Identifying environmental/regulatory performance issues that could impact the Tank Farms and Waste Treatment & Immobilization Plant (WTP) cost and schedule; and Recommending effective and prompt strategies/solutions for driving/improving Environmental Compliance Consultants’ performance.
  • Review permit documents media, design packages, and modifications.
  • Conduct walk-downs of fieldwork, consolidation of comments for DOE submittal to Environmental Compliance Consultant, as well as comment resolution.
  • Support reviews of dangerous waste permits and air permitting submittals (for both radioactive and toxic air emissions).
  • Support regulatory inspections at the Tank Farms and Waste Treatment & Immobilization Plant (WTP), involving review of responses to inspection reports for responsiveness, accuracy, and compliance with the regulations.
  • Interaction with the environmental regulators.
  • Conduct regulatory analysis on the applicability, implementability, and impacts of environmental regulations, including new and proposed regulations.
  • Work with the ECD Director to create a strategic electronic binder of regulatory letters to be used for strategic planning.
  • Attend meetings held within Richland or on-site at the WTP or Hanford Tank Farms.
  • Attend meetings within Richland with the Washington State Department of Ecology and the Washington State Department of Health.
