About The Position

PACO Group (PACO) is seeking an Environmental ARE (Assistant Resident Engineer) to provide environmental compliance support for the Port Authority of New York & New Jersey (PANYNJ) EWR Airport Redevelopment Program, with potential support at other PANYNJ facilities, including JFK Airport. Working under the oversight of the PANYNJ Engineering Department and the PANYNJ EWR Redevelopment Program Management Team, and in coordination with the PANYNJ Aviation Department’s Environmental Program Manager, the selected candidate will oversee and support construction elements of the program and will be responsible for performing site inspections, field oversight, and construction submittal reviews to ensure compliance with environmental regulations. The successful candidate will demonstrate comprehensive knowledge and experience across all key environmental disciplines, including soil and groundwater management, stormwater management (SPDES/NPDES), air quality (dust control), noise control, asbestos abatement, lead abatement, waste management and disposal, and environmental permitting (operational and construction) and protection of environmental resources, particularly within active aviation operations and construction environments. This role supports complex aviation infrastructure projects and requires close coordination with PANYNJ staff, contractors, and internal technical teams to ensure compliance with applicable environmental regulations, operational requirements, and project specifications.

Requirements

  • Bachelor’s degree in Environmental Engineering, Environmental Science, or a closely related field.
  • Minimum of eight (8) years of experience in environmental compliance for construction projects, including supervisory and technical experience.
  • Demonstrated knowledge of NJDEP and applicable Federal and local environmental regulations.
  • Strong technical background in environmental planning, construction support, and compliance oversight.
  • Experience with soil and groundwater management and contaminated soil management, handling, and reuse.
  • Experience with stormwater management (SPDES/NPDES), erosion and sediment control, and SWPPP implementation.
  • Experience with air quality compliance, including dust control.
  • Experience with noise control compliance.
  • Experience with asbestos abatement requirements and procedures.
  • Experience with lead abatement requirements and procedures.
  • Experience with waste management and disposal requirements.
  • Experience with environmental permitting (operational and construction), compliance, and protection of environmental resources.
  • Experience interfacing with regulatory agencies and managing environmental compliance documentation and reporting across complex programs.
  • Experience working in active construction environments, preferably within active aviation operations or similar complex infrastructure settings.
  • OSHA 30-hour Construction Safety Certification.
  • 40-hour HAZWOPER certification (current, with refreshers as applicable).
  • Strong oral and written communication skills.
  • Ability to effectively coordinate with tenants, consultants, facilities staff, and internal reviewers.
  • Sound technical judgment and strong attention to detail.
  • Proficiency in Microsoft Office Suite.
  • Ability and willingness to learn client and third-party software platforms (e.g., SharePoint, eBuilder).
  • Organized, dependable, and capable of managing multiple concurrent assignments while meeting deadlines.

Nice To Haves

  • Experience supporting aviation or transportation infrastructure projects, preferably within PANYNJ facilities.
  • Familiarity with PANYNJ environmental requirements, operating permits, and internal processes.
  • Experience interfacing with multiple stakeholders across large, complex capital programs.
  • Asbestos Inspector, Project Monitor, or Management Planner certification.
  • Lead-Based Paint Inspector/Risk Assessor certification.
  • Certified Hazardous Materials Manager (CHMM) or similar credential.
  • Erosion and Sediment Control certification (e.g., CPESC) or similar.
  • Stormwater management / SWPPP certification or related training.

Responsibilities

  • Perform site inspections and provide field oversight of construction activities to ensure compliance with environmental regulations, contract requirements, and operational constraints.
  • Review construction submittals under the PANYNJ EWR Redevelopment Program for compliance with environmental requirements of the contract specifications, including standard notes and drawings, PANYNJ operating environmental permits, NJDEP regulations, and Federal and local regulations.
  • Monitor and enforce compliance with soil and groundwater management and contaminated soil handling and reuse.
  • Monitor and enforce compliance with stormwater management (SPDES/NPDES) and erosion and sediment control.
  • Monitor and enforce compliance with air quality requirements, including dust control.
  • Monitor and enforce compliance with noise control requirements.
  • Oversee and verify compliance with asbestos abatement requirements.
  • Oversee and verify compliance with lead abatement requirements.
  • Oversee and verify compliance with waste management and disposal practices.
  • Ensure compliance with environmental permitting (operational and construction) requirements and protection of environmental resources.
  • Oversee and report on environmental compliance of all ongoing construction activities related to the PANYNJ EWR Redevelopment Program.
  • Serve as a technical liaison for internal stakeholders, including but not limited to the PANYNJ Aviation Department’s Environmental Program Manager and other PANYNJ representatives.
  • Attend meetings as required by the PANYNJ Engineering Department and the PANYNJ EWR Redevelopment Program Management Team.
  • Coordinate with contractors, consultants, and internal teams to address environmental compliance issues across all environmental disciplines.
  • Support environmental compliance tracking, reporting, and documentation across soil and groundwater, stormwater, air (dust), noise, asbestos, lead, waste, and permitting requirements.
  • Interface with regulatory agencies and manage environmental compliance documentation and reporting across complex programs.
