About The Position

The Department of Environmental Conservation's Wastewater Management Program is seeking a section supervisor for its Industrial Pretreatment Section. This position will serve as the State's Pretreatment Coordinator, leading efforts to protect Vermont's municipal treatment works and reduce pollutant levels from industries. The role involves regulatory oversight, compliance enforcement, and collaboration with various stakeholders to manage wastewater discharges effectively.

Requirements

  • Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND three (3) or more years of experience in a natural resources field.
  • Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND four (4) or more years of experience in a natural resources field.
  • Seven (7) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.

Nice To Haves

  • Knowledge of environmental law
  • Familiarity with aquatic chemistry/biology
  • Experience with municipal and industrial wastewater treatment processes
  • Strong leadership skills

Responsibilities

  • Regulate industries discharging wastewater to municipal publicly owned treatment works (POTWs) including permit determinations, permit writing, inspections, and compliance and enforcement.
  • Supervise others performing similar work in the section.
  • Work with municipalities to identify sources of wastewater pollutants and develop limits to protect Wastewater Treatment Facility (WWTF) capacity.
  • Lead initiatives addressing emerging contaminants, such as PFAS.
  • Oversee annual sampling of permittees.
  • Establish rules to implement Vermont's pretreatment program.
