About The Position

Chevron is accepting online applications for the position Environmental Air Specialist through April 12, 2026 at 11:59 p.m. (Central Time). The Air Specialist supports air quality compliance for refinery operations subject to the Federal, State, and local regulatory requirements. This role serves as a technical resource responsible for interpreting regulations and permit conditions, maintaining effective compliance programs, and ensuring timely, accurate documentation and reporting. Working in a fast‑paced operating environment, the Air Specialist partners with cross‑functional stakeholders to identify and manage compliance risks and to support the refinery’s license to operate through strong compliance assurance and operational discipline. This is a highly visible role requiring strong regulatory judgment, refinery process awareness, and the ability to translate complex requirements into practical, executable guidance. The Air Specialist works closely with Operations, Engineering, Maintenance, Projects, Legal, and environmental colleagues to support permitting activities, compliance determinations, and effective regulatory engagement. The role also contributes to continuous improvement by strengthening processes, tools, and program documentation to improve reliability, efficiency, and sustained compliance performance.

Requirements

  • Bachelor’s degree in Environmental Engineering, Chemical Engineering, or a related technical discipline; or equivalent combination of education and relevant experience.
  • Minimum of 3–5 years of experience supporting air quality compliance under the Clean Air Act, including Title V permitting and compliance, regulatory reporting, and agency inspections.
  • Strong foundational knowledge of air quality laws, regulations, and standards, including federal NESHAP/MACT/NSPS requirements and applicable state and local air district regulations for complex manufacturing facilities.
  • Demonstrated ability to understand refinery or industrial manufacturing processes and develop accurate, defensible emissions inventories to support regulatory reports and permit applications.
  • Proven ability to manage multiple priorities, meet demanding regulatory deadlines, and execute work efficiently in a fast‑paced operating environment with changing priorities.
  • Ability to work effectively across disciplines and organizational levels, including collaboration with operations, engineering, maintenance, legal, technical specialists, and management.
  • Excellent written and verbal communication skills, with strong analytical, problem‑solving, and decision‑making capabilities.

Nice To Haves

  • Experience working at a petroleum refinery or similarly complex industrial facility, particularly in California or other highly regulated air quality jurisdictions.
  • Direct experience with Bay Area Air Quality Management District (BAAQMD), CARB, or other California air district programs, including inspections, information requests, or permit negotiations.
  • Hands‑on experience supporting Title V permit implementation, deviation evaluations, compliance certifications, and interpretation of complex or ambiguous permit conditions.
  • Familiarity with specialized refinery air programs such as BWON, emissions inventories, MACT compliance, or health risk assessment support.
  • Experience supporting air permitting for capital projects or Management of Change (MOC) activities, including applicability evaluations and implementation support.
  • Strong data analysis skills and experience working with emissions, compliance, or monitoring datasets using tools such as Excel or environmental data systems.

Responsibilities

  • Lead and/or support required federal, state, and local air regulatory reporting, notifications, and certifications, ensuring accuracy, completeness, and on‑time submittal.
  • Ensure the quality and integrity of emissions, compliance, and monitoring data by resolving data gaps, methodology questions, and interpretation issues; maintain well‑organized, audit‑ready records.
  • Support air permitting activities, including regulatory applicability evaluations, permit applications and modifications, and post‑issuance implementation to ensure operational alignment with permit conditions.
  • Evaluate operational changes, maintenance activities, and capital projects for potential air compliance impacts, identifying applicable requirements, control technologies, monitoring needs, and documentation obligations.
  • Provide environmental regulatory reviews for Management of Change (MOC) processes, offering clear guidance to ensure changes are evaluated and implemented in compliance with air regulations and permits.
  • Provide technical guidance and ongoing support for the Refinery’s Title V air permit, including compliance determinations, monitoring requirements, deviation tracking, and reporting.
  • Participate in internal audits and regulatory agency inspections, supporting preparation activities and timely, high‑quality responses to information requests and findings.
  • Engage professionally and effectively with regulatory agencies through written correspondence, meetings, and verbal communications, representing the refinery with sound technical judgment and credibility.
  • Contribute to continuous improvement of air compliance programs by strengthening workflows, procedures, training materials, and knowledge‑sharing practices to improve reliability, efficiency, and sustained compliance performance.
  • Support cross‑coverage across air programs and collaborate with operations, engineering, maintenance, and environmental peers to build organizational capability and resilience.
