About The Position

This role will begin as a contingent position with the potential to transition to a permanent position. The Environmental & Agricultural Monitor is responsible for ensuring that the Somerset Solar Project remains in full compliance with all environmental, agricultural, and siting permit requirements during construction. The Environmental/Agricultural Monitor (EM) serves as the primary on-site point of contact for environmental compliance and works closely with the Developer’s Construction Manager and Environmental Project Management Team. The EM oversees implementation of the project’s Environmental Management Plan (EMP), manages compliance with civil, environmental, and agricultural obligations, and ensures adherence to all applicable permits—including the SPDES General Permit for Stormwater Discharges from Construction Activity (GP-0-25-001), the Stormwater Pollution Prevention Plan (SWPPP), NYS ORES Article VIII requirements, NYS Department of Agriculture & Markets (NYSAGM) standards, and all other relevant environmental approvals. This role is located full-time on a jobsite in Barker, NY . Specific location details and expectations will be discussed during the interview process. Requirements

  • Minimum of 3 years of environmental and agricultural compliance monitoring experience in New York State.
  • Demonstrated knowledge of NYS environmental and agricultural regulations.
  • Current NYS Erosion and Sediment Control Inspector certification.
  • Must be approved by NYSDPS and ORES (qualifications and contact information must be submitted).
  • Must be qualified and approved by NYSAGM and ORES to oversee agricultural compliance.
  • Bachelor’s degree in Environmental Science, Agriculture, Natural Resources, or a related field.
  • Experience conducting construction site inspections, reporting, and compliance audits.
  • Ability to work independently and impartially.
  • Strong communication and documentation skills.
  • Valid driver’s license and ability to travel to construction sites.
  • Sufficient access to required documentation, transportation, and communication equipment.
  • Experience working effectively with all levels of field and project staff.

Responsibilities

  • Ensure compliance with all relevant federal, state, and local environmental laws.
  • Conduct regular site inspections as required per the Environmental Management Plan and provide environmental compliance oversight for all construction activities.
  • Ensure all the necessary best management practices are in place and in proper working order.
  • Report inspection findings to the Owner and relevant regulatory agencies as required.
  • Participate in safety tailgate meetings prior to site inspections, as required.
  • Observe, record, and report of threatened or endangered species, including preparation of bi-weekly monitoring reports.
  • Support bi-weekly and monthly construction activity reporting.
  • Participate in pre-construction meetings with project stakeholders and regulatory bodies.
  • Verify compliance with siting permit conditions, Public Service Law, Environmental Conservation Law, and Clean Water Act Section 401 requirements.
  • Support implementation of all required measures identified in compliance filings and plans.
  • Ensure construction activities remain within approved limits of disturbance (LOD).
  • Oversee compliance with agricultural requirements, including the Agricultural Plan, Remediation Plan, and Co-Utilization Plan.
  • Ensure all agricultural practices meet NYSAGM Guidelines for Solar Energy Projects—Construction Mitigation for Agricultural Lands.
  • Monitor and document impacts to active agricultural lands (Mineral Soil Groups 1–4).
  • Support implementation and monitoring of Agricultural Co-Utilization Plans and Implementation Plans.
  • Provide guidance and management expertise in soil handling, restoration, and mitigation of agricultural impacts.
  • Coordinate with NYSAGM and ORES to verify and maintain required qualifications.
  • Assist in resolving complaints and public concerns.
  • Participate in restoration, remediation, and mitigation efforts as required.
  • Collaborate with the SOLV Energy Environmental Compliance Team and other internal project stakeholders.
