We are seeking a Entry-Level Contract Support Professional (Department of Veteran Affairs (VA) Network Contracting Office 09) who support complex and high-visibility federal contracts. You will provide expert contracting analytics and guidance, lead acquisition development, refine evaluation criteria, coordinate with stakeholders across multiple service lines, and support Contracting Officers with pre- and post-award actions. This is a full-time, remote position with required occasional travel to VA facilities for onboarding and equipment issuance. I’ve never heard of Terrestris. What do you do? So, what will the Entry-Level Contract Support Professional at Terrestris do? The Entry-Level Contract Support professional assists Federal acquisition activities and provides hands-on assistance throughout the pre-award, award, and post-award phases of the contracting process. You will review procurement documents for accuracy, draft contract-related documentation, conduct market research, process purchase requisitions, assist with post-award administration, and ensure contract files and financial documentation are complete and ready for closeout. You will help ensure that contractor performance meets contract expectations.

Requirements

  • A minimum of two (2) years of Federal contracting experience within the last five (5) years
  • The ability to review procurement documents for accuracy, adequacy, and completeness
  • The ability to read and interpret Federal and agency acquisition policy and regulations
  • The ability to resolve inconsistencies through communication
  • A working knowledge of MS Teams, Word, Excel, Outlook, PowerPoint, and SharePoint
  • A working knowledge of Government contract writing systems, SAM.gov, Contractor Performance Assessment Reporting System (CPARS), Federal Procurement Data System (FPDS-NG), and GSA eBuy/GSA Advantage!
  • The ability to work remotely.

Responsibilities

  • Conduct comprehensive review of procurement documents for accuracy, adequacy, and completeness.
  • Identify and resolve inconsistencies through communication.
  • Read and interpret Federal and agency acquisition policy, regulations, and directives.
  • Draft and prepare contract related documents and forms.
  • Perform and evaluate market research, trends, conditions, alternative sources, and technological advances as they apply to the program.
  • Prepare and process purchase requisitions and procurement packages to the supporting CO for award.
  • Research, analyze, prepare, and review invoice receipts, receiving reports, fund status, final payments, release of claims, certificates of completion, close-out documents, and any additional supporting documents or activities needed for contract closeout.
  • Investigate, review, and prepare open obligations/undelivered orders (UDO) for closeout.
  • Perform post-award administration in support of CO.
  • Monitor quality assurance surveillance plans (QASPs) to ensure contracted services meet contract requirements along with the expectations and needs of the facility.
