Job Title: Enterprise Quality Program Manager Project Location: Montgomery, AL (Onsite) Key Responsibilities: Serve as the Enterprise Quality Program Manager for modernization program. Lead all aspects of quality assurance and testing, ensuring the EQP operates efficiently and meets program objectives. Collaborate with infrastructure, operations, data governance, security, privacy, and PMO teams to ensure quality standards are met. Act as a trusted partner with agency managers and vendors to align testing outcomes with program goals. Develop, design, and oversee QA metrics and KPIs to measure program performance and quality health. Perform Test Director duties — lead enterprise-wide test planning, execution, and validation efforts. Develop and implement Enterprise Test Strategies including functional, performance, and regression testing (manual, automated, and ad-hoc). Utilize Azure DevOps for test management, tracking, and reporting. Oversee multiple vendor test teams conducting module-level and end-to-end system testing. Ensure alignment with Systems Development Life Cycle (SDLC) best practices and Agile methodologies. Collaborate with SMEs and program leads to identify risks, constraints, and mitigation strategies related to QA. Support and monitor the PMO Vendor's Quality Management Plan.

  • 7-10 years of Quality Assurance and Test Management experience.
  • 3-5 years developing enterprise test strategies for complex systems.
  • 3-5 years managing large, multi-vendor projects and teams.
  • 3-5 years working directly with senior management and stakeholders.
  • Strong experience in Azure DevOps, test planning, and test case development.
  • Expertise in testing web-based and enterprise applications.
  • Excellent written and verbal communication skills — capable of articulating QA concepts to non-technical stakeholders.
  • Proficiency in MS Office Suite (Excel, Word, PowerPoint, SharePoint).
  • Experience in Medicaid or major healthcare payer projects.
  • Program or Project Management background.
  • Experience with automated testing concepts and tools.
  • Strong interpersonal, team-building, and communication skills.
  • Ability to work independently and under tight deadlines.
  • Proven analytical, critical thinking, and diagnostic abilities.
  • Experience with Medicaid Transformation Initiatives.
  • Experience developing RFPs and evaluating vendor proposals.
  • Adaptability to change and ability to manage virtual or hybrid teams.
