About The Position

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified IT professional to serve as an Enterprise Information Architect (EIA). This position is responsible for shaping the organization's overall information and data architecture while supporting the redesign of business processes and leveraging cloud technologies for scalable, efficient solutions. The EIA will engage in a broad range of tasks related to design solutions for integrating on-premises systems with cloud-based systems to ensure seamless data flow across the enterprise. Design data models (logical and physical) that support business intelligence, analytics, and transactional processes. This position requires technical proficiency in cloud initiatives, adherence to software & data engineering best practices, leading a team of data analysts & data solution architects, and alignment with the agency's technical and information architecture direction. Additionally, this position also involves training teams on leveraging the possibilities of business process reengineering, and cloud technologies to ensure successful adoption and implementation.

Requirements

  • Extensive experience and ability to address the key duties associated with the job.
  • Experience liaising with business for assessing business processes/architecture and reimagining and modeling it.
  • Experience defining and implementing metrics to track the effectiveness of redesigned processes and information systems.
  • Extensive Data and/or Business Architecture experience preparing business capability and data models.
  • Experience working in healthcare domain preferably behavioral health.
  • Experience designing and implementing data lake and data warehouse data platforms.
  • Experience working on cloud data platforms such as Snowflake, AWS Redshift.
  • Experience leading a team of business analysts and data architects for implementing reporting and analytics data systems.
  • Prior experience designing MPI (Master Patient Index) or similar Identity management solution.
  • Prior experience designing AWS Data Lake management in a healthcare environment.

Responsibilities

  • Designing a comprehensive architecture for managing, storing, and retrieving data across various systems, ensuring consistency, scalability, and security.
  • Defining and maintaining up-to-date architecture diagrams, data models, and process flow documentation for the enterprise.
  • Enforcing data governance policies, data models, data quality standards, and metadata management processes.
  • Designing solutions for integrating on-premises systems with cloud-based systems to ensure seamless data flow across the enterprise.
  • Utilizing AWS services like S3, Redshift, RDS, and others to design robust, scalable, and cost-effective data solutions.
  • Mapping out existing workflows, identify inefficiencies, redundancies, and bottlenecks in business processes.
  • Collaborating with business stakeholders to streamline, automate, and redesign processes for greater efficiency.
  • Ensuring that information architecture aligns with the company's business objectives, fostering process improvements and organizational agility.
  • Facilitating organizational change through effective communication, training, and support.
  • Leveraging AWS technologies to design and implement AWS cloud solutions that enable data storage, processing, and analytics.
  • Collaborating with business leaders, process owners, and technical teams to align data and business architecture with strategic goals.
  • Communicating the vision for enterprise information architecture to stakeholders.
  • Proactively identifying opportunities to enhance business processes, IT infrastructure, and information systems.
  • Providing team and technical leadership by mentoring and guiding teams.
  • Leading the creation of PoCs for new technology integrations or process improvements.
  • Preparing reports to ensure ongoing compliance with internal policies, industry standards, and regulatory requirements.
  • Identifying risks related to information architecture, business processes, and cloud solutions, and develop mitigation strategies.
