About The Position

Under general direction, plans and leads technology processes to create strategy that guides business and technology change to the desired future state, focusing on holistic, secure, and sustainable capabilities and solutions, aligned to agency strategy; monitor and plan agency responses to emerging risks and disruptions; furthers the architecture discipline for the agency; and continually improves enterprise architecture, and the services and value it provides.

Requirements

Strong technical knowledge of IT enterprise systems at all layers including packaged and custom applications, middleware, operating systems, databases, servers, network, and cloud.
Concepts, principles, and practices of enterprise architecture.
Strong understanding of business objectives, drivers, and principles, and how they relate to technology solutions.
Business and technology strategy; developing architectural approach to meet both.
Principles, practices, methods, and techniques used in IT systems architecture, design, implementation, and ongoing administration.
Designing scalable and sustainable solutions.
Some knowledge of agile product development methodology, including Agile Scrum methodologies and backlog/project management tools.
Application Programming Interface (API) software specifications.
Operational, delivery, strategic, and planning functions of IT including corporate business systems and transit systems.
In depth understanding of key issues and success factors within an IT organization.
Possesses a solid technology culture with a strong interest and ability in learning new technologies in both corporate business technologies and transit technologies.
Senior level experience in systems design and architecture for large-scale enterprise solutions.
Strong experience managing and leading change within an organization.
Strong facilitation skills including conflict management, issue resolution, brokering agreements, and removing roadblocks.
Excellent communication and leadership skills with the ability to coach and mentor others.
Ability to advocate, promote, and sell ideas to achieve architectural goals, improve efficiency, and reduce complexity.
Balancing technical knowledge and business acumen.
Managing the goals and expectations of multiple stakeholders and working to ensure that solutions meet the needs and requirements of the diverse range of agencies.
Experience modeling, analyzing, and prototyping alternate solutions.

Nice To Haves

Responsibilities

Lead the operation and ongoing improvement of an architecture discipline.
Support the delivery of regional ORCA strategic needs by supporting and overseeing progress towards a fare payment technology strategy.
Lead collaboration across ORCA domains as it relates to ORCA system architecture, including but not limited to: System Operations, Financial Management, Information Security, and Business Operations.
Support the creation of principles, policies, and standards; and ensure a reliable and sustainable technology future through direct or indirect application of thereof.
Lead the creation of an Enterprise Architect (EA) knowledge base and by continually improving your use of appropriate frameworks (such as ArchiMate and TOGAF).
Support remediation efforts related to asset or capability gaps and risks.
Support the creation of ORCA Phase II solution strategies and proposals; lead performance and oversight of the delivery of other architecture services.
Support the selection of strategic and major technology components and capabilities.
Support the creation of risk plans to emerging asset or capability risks for the ORCA region.
Seek opportunities to standardize and improve existing and future technology systems and processes.
Seek to continually improve architectural services, functions, and processes.
Support the evaluation of fare payment and related systems as it relates to applicable state and federal laws, internal audit or other compliance concerns and formulate tactics and strategy to remediate identified gaps.
Maintains awareness of new trends and developments in payments, transit, and technology; and awareness of product management best practices.
Provides support to the department on matters as directed.
Work across all fare payment and related technology and business domains.
Expected to engage broadly at a wide range of levels, including business and subject matter experts across the agencies and vendors, as well as executive engagement.
Assist in the further establishment of the ORCA architecture discipline.
Lead the creation of principles, policies, and standards across the fare payment and other related technology and business domains.
Lead remediation efforts related to asset or capability gaps and risks in the fare payment and other related technology and business domains.
Lead the creation of solution strategy and proposals in the fare payment and other related technology and business domains.
Lead strategic discussions and assessments that recommend general technology direction across all fare payment and other related domains.
Support the management of enterprise risk through participation in respective risk management committees.
Support development of product roadmap, detailed product specifications, value propositions, launch plans, business cases, and success metrics within ORCA’s product management framework.
Engage with other EAs in Sound Transit Center of Excellence.
Mentor and support other Enterprise Architect staff as needed.
May manage outsourced EA work and may oversee outsourcing agreements.
Set standards and practices for the creation and use of the EA knowledge base.
Lead aspects of the creation of the EA knowledge base.
Champions and models ROOT and Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
