The Public Employees Retirement System is recruiting for one (1) Enterprise Applications Section Manager (Information Technology Platforms and Systems Manager 2) position in the Information Services Division (ISD), Enterprise Applications Section (EAS). This is a full-time, limited duration position for a short-term transition period and is expected to become permanent on or after 4/30/2026. This is a hybrid position based at our headquarters in Tigard, Oregon. This position generally works from home; however, it may be required to work in the office. This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur. This position is a management service, supervisory position and is not represented by a collective bargaining agreement. We serve the people of Oregon by administering public employee benefit trusts to pay the right person, the right benefit, at the right time. Information Services Division (ISD) ISD supports the PERS Agency’s mission by maintaining all information systems, computers, and communication networks. ISD enables PERS business units, through the implementation of automation and technology, to provide high-quality service to members, employers, and other interested parties. Enterprise Applications Section (EAS) Within ISD, a working body called Enterprise Applications Section is responsible for providing resources and methodologies for designing, developing, and testing for all development-based applications for ORION. ORION (Oregon Retirement Information Online Network) is the information technology system for administrating the Oregon Public Employees Retirement System. ORION consists of multiple enterprise application solutions that brings a multitude of complex technologies to the agency. What you will be doing: As the Enterprise Applications Section Manager , you will maintain and sustain the current legacy systems while leading the charge in transforming into modern, scalable, and resilient platforms that power the future of the Public Employees Retirement System. You’ll guide cross-functional engineering teams through complex modernization initiatives—leveraging cloud-native architectures, DevOps practices, and agile methodologies to deliver high-impact solutions.   • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

This includes the ability to articulate complex technical concepts in a clear and understandable manner, as well as to facilitate collaboration across departments.   • Leadership and People Management. Leadership and people management are at the heart of the EAS Manager's responsibility. The EAS Manager must possess strong interpersonal skills to mentor staff, manage diverse teams, and navigate the complexities of team dynamics. Effective leadership ensures that the Enterprise Application Section (EAS) operates cohesively and that team members are motivated and engaged.

  • Business and Technical Acumen. Highly desirable but not required, a working knowledge of the multiple PERS pension plans from a business stakeholder and subject matter expert perspective is important to effectively solve problems and offer solutions. Conversely, it is equally important from a technology and technical system perspective on how business capabilities and functionality are (should be) designed and implemented in IT solutions.
