The Enterprise Application Batch Services Lead is responsible for the strategic oversight, engineering, and operational governance of enterprise batch processing and workload automation services supporting mission-critical applications within HHS (IT-SSA). This role ensures the stability, performance, security, and compliance of large-scale batch ecosystems across distributed platforms. This position leads the design, implementation, and optimization of job scheduling, workflow orchestration, and production control processes for the Eligibility Supporting Technologies application portfolio. The Lead establishes standards, monitors service levels, and drives continuous improvement initiatives to enhance system reliability, throughput, and operational efficiency. The Enterprise Application Batch Services Lead plays a critical role in ensuring timely processing of high-volume transactional systems that support essential public services statewide.

Requirements

  • Comprehensive knowledge of enterprise batch processing architecture across distributed, and cloud environments, including workload automation platforms.
  • Expertise in designing, optimizing, and troubleshooting complex batch workflows, interdependent job streams, and high-volume transactional systems.
  • Strong understanding of incident, problem, and change management processes, including root cause analysis and production stability practices.
  • Proven skill in automation engineering, ability to reduce manual intervention and improve operational efficiency.
  • Knowledge of system performance monitoring, capacity planning, disaster recovery, and business continuity strategies in high-availability environments.
  • Thorough understanding of state security policies, audit requirements, compliance standards, and risk management controls.
  • Ability to lead enterprise-level operational initiatives, prioritize competing demands, and make sound technical decisions under pressure.
  • Skill in collaborating with cross-functional teams (application, database, infrastructure, security, and vendors) to coordinate releases and resolve incidents.
  • Ability to translate business requirements into scalable, resilient batch automation solutions aligned with agency strategic objectives.
  • Strong leadership and communication skills, with the ability to mentor technical staff, influence stakeholders, and drive continuous improvement across enterprise production services.
  • A degree from an accredited college or university with major course work in computer science, computer information systems, or engineering is preferred. At least 10 years of experience leading IT teams in lieu of education would be acceptable.
  • Candidate has a minimum of five (5) years of experience in enterprise application support, batch processing, workload automation, or production operations.
  • Candidate has a minimum of three (3) years of experience in a lead, senior, or technical oversight role supporting mission critical systems.

Responsibilities

  • Oversee the governance, and modernization of enterprise batch processing and workload automation across distributed, and cloud environments. Establishes standards, best practices, and long-term strategies to ensure scalability, resiliency, and alignment with agency technology roadmaps. (25%)
  • Oversee mission-critical batch services supporting high-volume eligibility and benefits systems. Ensures timely processing, high availability, and performance optimization through proactive monitoring, capacity planning, incident management, and root cause analysis. (25%)
  • Oversee automation initiatives to streamline workflows, reduce manual intervention, and improve system throughput. Implements process improvements, job scheduling efficiencies, and orchestration enhancements to strengthen operational resilience and reduce risk. (20%)
  • Ensure batch services comply with state security policies, audit requirements, change management standards, and data protection regulations. Partners with Information Security, Infrastructure, and Application teams to mitigate operational and cybersecurity risks. (15%)
  • Mentor batch system analysts and production support staff. Collaborates with application development, database, infrastructure, and vendor teams to support strategic initiatives impacting statewide systems. (15%)
