About The Position

For sixty years, the NRO has developed, acquired, launched and operated the satellites that are the foundation for America’s advantage and strength in space. Using a diversified architecture of spacecraft, NRO collects and delivers the best space-based intelligence, surveillance, and reconnaissance content on the planet. NRO's Systems Engineering Directorate (SED) provides enterprise engineering excellence ahead of the speed of change to ensure end-to-end mission success of the Nation's reconnaissance satellite systems. Within SED, the Office of Enterprise Analysis (OEA) creates insights through analysis as the trusted provider of independent analytic rigor in the NRO decision making process. We conduct modeling, simulation, and analysis studies at enterprise and system levels that support the full systems engineering cycle including architecture concept development; mission utility and end-to-end performance assessments; budget planning; requirement definition with associated technical performance measures; system reliability and risk management; and product and data quality evaluations. We host an analysis environment and suite of software tools which can be used across a wide variety of domains. Our enterprise analysis is independent and focused on supporting the NRO and stakeholders across the greater IC and DoD communities, clearly communicating accurate and credible information to the NRO leadership, the Director of National Intelligence (DNI), and Congress to ensure procurement decisions are fully informed by NRO corporate knowledge, history, and on-orbit experience. Requirements

  • Baccalaureate or Graduate Degree from an accredited institution that demonstrates strong analytical foundation.
  • Analytical Skills: Developing critical thinking and reasoning skills with experience preparing analytical assessments with clear organization and logical presentation supported by data research.
  • Communication Skills: Developing oral and written communication skills to prepare reports, present briefings, interpret policies, and represent the organization in interactions with stakeholders.
  • Collaboration Skills: Developing interpersonal skills to work effectively with diverse project teams and gain concurrence from internal and external organizational personnel.
  • Mission Knowledge: Knowledge of NRO mission, systems acquisition processes, integrated life cycle management, and principles of intelligence, surveillance, and reconnaissance from space.
  • IC/DoW Knowledge: Knowledge of DoW and Intelligence Community organizations, missions, relevant policies, and processes.

Nice To Haves

  • STEM degree (engineering, physics, mathematics, statistics, operations research, computer science, or related discipline) OR equivalent analytical experience in modeling, simulation, and analysis.
  • Management Experience: Program or technical management experience (cost, performance, schedule, technical reporting) is desirable.

Responsibilities

  • Conducts technical analyses involving modeling, simulation, and analytical studies of NRO space and ground capabilities to support mission needs and inform acquisition strategies.
  • Supports analysis planning and execution by working with customers to define problems, establish study scope and objectives, and develop findings and recommended solutions with mission impact.
  • Coordinates across teams consisting of government, SETA, and FFRDC staff from SED, other NRO directorates, and stakeholder communities to ensure quality analysis products.
  • Provides technical contributions by applying analysis methods, completing assigned tasks, and presenting study results and findings to management.
  • Supports contractor oversight by maintaining interactions with FFRDC and SETA staff and providing feedback to team leads on challenges or problem areas.
  • Evaluates analysis capabilities by identifying tool or capability gaps, researching trends and patterns, and supporting tool procurement or development activities.
  • Interfaces with mission partners across the IC and DoW to ensure proper operational context for analysis and support assessment of program effectiveness.
  • Mentors junior staff by providing meaningful experiences and training opportunities to develop the next generation of analysts.
