About The Position

We are seeking a leader with excellent communication and a proven ability to build strong, collaborative relationships with colleagues and stakeholders to serve as the Enterprise Agency Procurement Services Bureau Chief within the State Procurement Services Division (SPSD). This newly created leadership role will be instrumental in advancing the State of Montana’s procurement centralization efforts, championing procurement excellence and driving enterprise-wide process improvements. In this role you will report directly to the SPSD administrator, and provide direction, support, and strategic alignment for procurement services across 16 state agencies. You will directly supervise staff in 6 of those agencies while providing guidance and support to the others, ranging from hands-on procurement services to connecting them with other SPSD team members for specialized support.

Requirements

  • Comprehensive procurement expertise: End‑to‑end procurement lifecycle management, Development and administration of solicitations such as RFIs, IFBs, RFPs and limited solicitations, Contract drafting, negotiation, and administration,
  • Transformational leadership: Proven success leading large-scale change, guiding diverse teams through modernization, centralization, and/or continuous improvement initiatives.
  • Communication and influence: Exceptional ability to build trust, foster collaboration, and negotiate effectively with executive leadership, agency directors, and key stakeholders.
  • Enterprise-level thinking: Demonstrated strength in long-range planning, critical analysis, and sound decision-making to align procurement functions with statewide goals and organizational priorities.

Responsibilities

  • Implement and sustain strategies that advance the goals of Montana’s procurement centralization initiative.
  • Partner with agency leadership and the SPSD Administrator to ensure services are efficient, compliant, and aligned with state objectives and agency business needs.
  • Foster a culture of collaboration, accountability, and innovation across agency procurement teams and leadership across the agencies.
  • Monitor performance metrics, ensure compliance with procurement statute and policies, and drive continuous process improvement.
