About The Position

The Syracuse City School District is On the Rise! For Syracuse, all means all. The School Board and Syracuse community have charged the Superintendent with improving student achievement, and she is seeking a dedicated and diverse team of educators to partner with her in moving the district toward its goals. The Syracuse City School District represents 35 schools and programs, including 6 high schools, 6 middle schools, 6 K-8 schools, 13 elementary schools, and 4 alternative education programs, serving approximately 19,000 students Pre-K–12. Of these students, 82.3% qualify for free or reduced-price lunch, 20.1% are served by the Office of Special Education, and 83% are students of color. The work involves responsibility for leading the placement team for the department which handles the registration, enrollment and placement of over 2,000 prekindergarten students yearly. An employee in this class is responsible for leading contact with families regarding registration issues, maintaining all components of the enrollment timeline and planning and coordinating community-based initiatives to increase enrollment. Work is performed under the supervision of the Director of Early Childhood Education. Supervision may be exercised over the work of professional, paraprofessional and clerical employees. Does related work as required.

Requirements

  • Thorough knowledge of interdepartmental proceedings regarding student placement and enrollment.
  • Thorough knowledge of office operations including but not limited to purchasing, ordering, budget management, Microsoft suite, building training tools such as procedural guideline sheets and training videos using Microsoft Stream, record keeping, phone transfer procedures, setting up Teams meetings, and managing multiple administrative calendars.
  • Good knowledge of practices and principles of supervision.
  • Ability to prepare detailed and complex correspondence for the purpose of explaining and supporting decisions and recommendations from the Director, such as data reports, memos, procedural updates and interdepartmental communications.
  • Ability to supervise a small number of professional, paraprofessional, and clerical employees.
  • Ability to analyze information gathered for the purpose of making recommendations and decisions.
  • Ability to work easily with others and anticipate the needs of each sector of the department such as clerical staff, providers, agencies, nurses, teachers etc.
  • Good knowledge of de-escalation and conflict management techniques.
  • Six (6) years of permanent competitive class status in the title of Office Assistant II or Typist II.
  • Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a bachelor’s degree and two (2) years of full-time professional administrative work experience in an office setting; or
  • Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate’s degree and four (4) years of full-time professional administrative work experience in an office setting.
  • All candidates must meet the minimum qualifications on the Onondaga County Civil Service job description for this title.
  • When the exam for this title is offered, the successful candidate must pass the exam and be reachable on the resulting eligibility list, in order to be retained.
  • The successful candidate will be required to pass a fingerprint-based background check, at the cost of $102.50 to the candidate.

Responsibilities

  • Maintains, implements, and revises the processes and procedures of tracking registration documentation required by the state for each child to enroll in prekindergarten.
  • Oversees the prekindergarten clerical staff to process all incoming applications for SCSD and agency partner sites while implementing all procedural changes to the registration process.
  • Plans and coordinates initiatives to improve accessibility and increase enrollment and participation in family engagement opportunities throughout the SCSD community.
  • Manages and enters all requisitions for purchasing classroom materials for all 51 SCSD prekindergarten classrooms, 59 agency classrooms and both prekindergarten offices.
  • Leads the placement team which is responsible for managing all aspects of enrollment, solving issues, meeting the educational needs of students and communicating with families.
  • Develops and implements training for all clerical staff and maintains regular communication with SCSD to ensure all staff receive timely and accurate notification of all changes.
