About The Position

The English Language Teacher (EL Teacher) provides specialized instruction and consultative support to students enrolled in Bucks County Intermediate Unit (Bucks IU) special education classroom programs who are identified as English Learners. Students served by this position are dually identified as English Learners and students with disabilities and receive services in accordance with their Individualized Education Programs (IEPs). The EL Teacher collaborates closely with special education teachers, related service providers, paraprofessionals, administrators, and families to support the development of English language skills across instructional settings. Instruction and consultation are designed to support students’ access to curriculum, communication, and participation in educational programs while accounting for cognitive, linguistic, social-emotional, and behavioral needs. Requirements

  • Bachelor’s Degree required.
  • Pennsylvania Department of Education Certificate in English as a Second Language (ESL) is required.
  • Strong knowledge of federal and Pennsylvania regulations governing special education and English Learner services, including IDEA, Chapter 14, and ESSA/Title III.
  • Demonstrated understanding of the intersection of disability and second language acquisition.
  • Ability to design and deliver individualized English language instruction aligned with students’ IEPs.
  • Skill in collaborating with multidisciplinary teams.
  • Experience adapting instruction for self-contained and specialized classroom settings.
  • Strong data collection, documentation, and progress-monitoring skills.
  • Effective oral and written communication skills.
  • Commitment to confidentiality, safety, and culturally responsive practices.
  • Citizenship or work authorization to work in the United States required.

Responsibilities

  • Provides direct English language instruction to students with disabilities who are identified as English Learners, in alignment with students’ IEPs and language development needs.
  • Collaborates with special education teachers and IEP teams to support the integration of English language development goals within classroom instruction and daily routines.
  • Participates in the development, implementation, and monitoring of IEPs, including contributing to present levels of performance, language-related goals, progress monitoring, and documentation as appropriate.
  • Consults with classroom staff regarding instructional strategies, accommodations, and adaptations to support English language acquisition for students with diverse learning, communication, and behavioral profiles.
  • Employs evidence-based instructional practices and materials that are responsive to students’ linguistic, cultural, and disability-related needs.
  • Supports students’ development of receptive and expressive language skills, including listening, speaking, reading, and writing, using developmentally appropriate and accessible instructional approaches.
  • Collects and maintains accurate data related to student progress and services.
  • Collaborates with families, interpreters, and multidisciplinary team members to promote effective communication and shared understanding of student needs and progress.
  • Attends IEP meetings, team meetings, staff meetings, and professional development activities as required.
  • Maintains compliance with federal and state special education and English Learner regulations, as well as Bucks IU policies and procedures.
  • Engages in ongoing professional learning, particularly related to English Learners with disabilities, to maintain and enhance professional competence.
  • Administers required English language proficiency assessments (e.g., WIDA ACCESS) in accordance with state guidelines.
  • Coordinates with Local Education Agencies (LEAs) and district English Language Development (ELD) Coordinators to obtain access to testing materials, ensure appropriate testing arrangements, and submit assessment data through the home district as required.
