This posting is for an Engineering Technician III position in the Winston Salem Construction 1 Office. This advanced level position will serve as a senior project roadway/structure inspector and will support higher level engineers in the administration of highway construction contracts. Job duties include monitoring the daily operations of contractors and performing and/or reviewing test reports to ensure that all work and materials conform to specifications, plans, and contract documents. This position will perform contract administration duties such as pay record entry and review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment. Resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery. The selected applicant will assist other department personnel and contract forces with utility relocation efforts by inspecting and tracking relocation work. Anticipate contractual problems and advise engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered project. Monitor contractor’s operations to ensure compliance with subcontract agreements and with the contract DBE requirements. Additional duties will include ensuring compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits. Managing all aspects of assigned construction projects with limited supervision from higher level engineers. May direct and schedule the work of junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner. This position will also be directly involved with the leadership, management, counseling, and training of junior technicians, both Department and CEI. Effectively communicates and coordinates work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects. The duties for this position also include the following: Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public. Applicant should be able to effectively communicate in a clear, concise, organized, and persuasive manner, both orally and in writing. Ability to make independent decisions using sound engineering judgement. Knowledge and skill in the use of Microsoft Office suite products, such as Word, Excel, and Outlook, is required. Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint is highly preferred. Advanced working knowledge of mathematical functions is required.

Requirements

  • Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
  • Knowledge and skill in the use of Microsoft Office suite products, such as Word, Excel, and Outlook, is required.
  • Advanced working knowledge of mathematical functions is required.
  • Inspecting, ensuring work zone safety, and participating in snow & ice removal.
  • Employee will be subject to emergency callback and inclement weather.
  • Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
  • Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing.
  • Must be able to lift 50 lb.
  • Must be able to work nights and/or weekends as required by project workload/staffing with fluctuating hours, if needs be on any assigned project within the limits of Division 9.
  • Must apply safety philosophy and program to all operations.
  • Safety toe shoes required.
  • Offer of employment will be contingent upon successful completion of NCDOT post offer employment evaluation.

Nice To Haves

  • Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint is highly preferred.
