This posting is for an Engineering Technician II position located in the Division 11 District Engineer's Construction office in Surry County. This position will serve as a project roadway/structure inspector and will support higher level engineers in the administration of highway construction contracts.

Requirements

  • Advanced working knowledge of mathematical functions is required.
  • Must be able to work nights and/or weekends as required by project workload/staffing with fluctuating hours, if the need arises on any assigned project within the limits of Division 11.
  • Safety toe shoes are required.
  • Associate degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.

Nice To Haves

  • Knowledge and understanding of NCDOT highway and bridge construction
  • Knowledge in understanding contracts, plans, standards and specifications
  • Experience in performing inspection, sampling, and testing of materials (concrete, asphalt density) to ensure compliance with NCDOT specifications
  • Experience with contract administration
  • Experience in maintaining neat, legible and accurate records and reports, including computer/iPad data entry
  • Knowledge and skill in the use of Microsoft Office suite products, such as Word, Excel, and Outlook is required.
  • Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint is highly preferred.

Responsibilities

  • Monitors contractor's daily operations and perform and/or reviews test reports to ensure that all work and materials conform to specifications, plans, and contract documents.
  • Perform contract administration duties such as pay record entry/review, materials received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment.
  • Resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery.
  • Assist other Department personnel and contract forces in utility relocation efforts by inspecting and tracking relocation work.
  • Anticipate contractual problems and advise engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered project.
  • Monitor contractors' operations to ensure compliance with subcontract agreements and with the contract DBE requirements.
  • Ensure compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits.
  • Direct and schedule the work of lower-level technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner.
  • Manage all aspects of assigned construction projects with limited supervision from higher level engineers.
  • Directly involved with the leadership, management, counseling, and training of lower-level technicians, both Department and CEI.
  • Communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects.
  • Read and interpret construction plans.
  • Effectively communicate with engineers, developers, members of the public, public officials, and NCDOT personnel.
  • Communicate in a clear, concise, organized, and persuasive manner, both orally and written.
  • Make independent decisions using sound engineering judgement.
  • Work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
  • Perform moderate physical activity including, but not limited to walking, climbing, balancing, kneeling, and standing.
  • Apply safety philosophy and program to all operations.
