About The Position

Project Solutions Inc. is seeking multiple highly motivated and detail-oriented Engineering Technician I and Engineering Technician II personnel to provide semiprofessional support to engineers in the planning, design, management, and/or supervision of federal government construction projects. The ideal candidate will bring strong analytical skills, technical expertise, and the ability to work independently while collaborating effectively with diverse teams. This role offers the opportunity to contribute to impactful projects administered by the Federal Highways Administration.

Requirements

  • Minimum of one year college education progressing towards an Associate’s Degree in Civil Engineering Technology.
  • HS diploma.
  • Valid driver's license.
  • Clean driver’s history.
  • Minimum of one year working in construction project administration for a general contractor, Architect-Engineering firm, or Construction Management firm.
  • Minimum of one year supporting Local, State, or Federal construction projects.
  • Knowledge of construction technology, industry terminology, scheduling, construction practices, methods, techniques, costs, materials, and equipment.
  • Experience managing database applications and document controls
  • Understanding of construction financial reporting.
  • Proficiency in word processing and developing and maintaining spreadsheets and databases.
  • Demonstrable skill in analyzing, planning, and coordinating business activities.

Responsibilities

  • The Engineering Operations Technician I interacts with WFLHD personnel in the Construction, Acquisitions and Finance departments to complete tasks. The technician supports construction branch operations and contract administration of records for initial, interim and closeout tasks related to construction projects. The technician shall carry out recurring construction branch operations and administration support procedures independently, and select the guideline or reference that fits the specific case. Contacts personnel in related activities to resolve problems. Contract administration of records support includes understanding regulations and interpreting plans and specifications. The work entails analyzing, processing, organizing, extracting, compiling and maintaining a variety of information and data from engineering field notes, manuals, lab reports, progress payment estimate reports, etc. Branch operations support includes training records coordination and management, maintenance of branch manual versions, equipment tracking and coordination, meeting coordination and notetaking, and tracking and reviewing branch funding reconciliation reports. The technician may train and be assisted by other contracted technicians. The technician shall use judgment, critical thinking and initiative to determine the approach or action to take in non-routine situations. In addition, the technician shall, interpret policies, precedents, and practices that may be applicable to changing situations.
  • Manage database entry and reporting of construction data using programs such as Microsoft Access, Microsoft Excel, OneNote and Oracle. Run reports from existing databases.
  • Track and manage construction data entry and reporting from various sources including internet, monthly reports, verbal discussion and various other internal and external information data systems.
  • Maintain branch and project records and electronic files. Includes photocopying, scanning, distributing, reviewing, organizing and tracking construction documents.
  • Maintain branch information in a timely manner. Provide copies of, route, distribute and take information from monthly contractor payments to incorporate into construction branch data management software.
  • Perform word processing to prepare and revise contract and construction report documents and draft contract correspondence for Government signature.
  • Attend project administration and engineering quality action team meetings in preparation of annual Construction Branch Engineering Pool winter training. Maintain up-to-date notes, training matrix, calendars, and course agendas. Assist in preparing presentations, other exhibits, training materials, course outlines and certificates for training and briefings, etc. Monitor training course progress, maintaining adequate training materials, transitions between courses, attendance and course completion tracking, and engineering course support as identified by the COR.
  • Gather and compile information for special Construction branch projects.
  • Create and maintain complex computer generated spreadsheets to track and manage Construction Branch information.
  • Based on technical direction from the COR, assist with maintaining standard operating procedures manual versions and assist with updating guidance for the Construction Branch, including chapters within the WFLHD Construction Manual, based on current procedures. Organize material and complete writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology. May maintain records and files of work and revisions, select drawings, sketches.
  • Maintain data and reporting for fuel and asphalt pricing indices.
  • Coordinate branch field equipment transfers. Analyzes and monitors construction processes such as the use of field equipment, lab trailers, government-owned vehicles, and construction lockers
  • Assemble and prepare reports for the Construction branch.
  • Assist in the project closeout process to include reviewing project data for numerical accuracy; following and executing written guidelines for performing review of projects; and creating summarized reports of closeout review of projects
  • Maintain a high level of customer service.
  • Perform all tasks necessary to develop scoping, project planning, change control and other delivery documents, except those tasks which are inherently governmental.
  • Perform tasks in support of the development, execution, modification, and closure of contracts, task orders, BPA calls, and reimbursable agreements, except those tasks which are inherently governmental.
  • Manage database entry and reporting of project management and WFL business data using programs such as Microsoft Access, Microsoft Excel, and Oracle. Run reports from existing databases.
  • Compute and analyze data and prepare recommendations or conclusions.
  • Prepare correspondence, transmittals, reports, and documents that require some understanding of technical, project and management matters, and ensure distribution both internally and with partners.
  • Assist project managers with account tracking and reclassification for funding transfers.
  • Track and manage data entry and reporting from various sources including internet, monthly reports, verbal discussion and various other internal and external information data systems.
  • Maintain branch and project records and electronic files. Includes photocopying, scanning, distributing, reviewing, organizing and tracking documents.
  • Perform miscellaneous computations.
  • Assemble electronic procurement requests, standard forms, and other documents as required. Route, distribute and track for engineering records.
  • Attend project management and quality action team meetings. Maintain up-to-date notes, training matrix, calendars, and course agendas.
  • Gather and compile information for special projects.
  • Create and maintain complex computer generated spreadsheets to track and manage information.
  • Assemble and prepare reports for the project managers, functional managers, Branch Chiefs and Division Management.
  • Coordinate project websites and prepare other materials for the public.
  • Provide monthly project budget reports and project reporting analysis to the Project and Functional Managers and the Project Management Branch Chief.
  • Coordinate kickoff, milestone, field review, and other meetings for Project Managers and Branch Chiefs. Prepare agendas, disseminate information, and take notes. Track risk assessments of the scope of proposed projects.
  • Coordinate signatures and maintain all required project agreements and similar documents.
