About The Position

The Engineering Technician I position is an entry level position that supports the other Engineering team members in solving technical problems and ensuring compliance with local, state, and federal regulations, permits, and goals set by the Engineering Supervisor and the Director of Public Works. Under general supervision of the Lead Engineer or Engineering Supervisor, the Engineering Technician can help Public Services with inspecting private development and related site work to ensure compliance with engineering specifications and all applicable standards, codes, policies, rules, regulations, and laws. The Engineering Technician handles performing entry level engineering technical support duties. Reads and interprets source documents, such as civil engineering plans, plot maps, legal descriptions and utility data and entering requirement data into the geographic information system (GIS). Supports team members related to the GIS databases, and linkages to various databases.

Requirements

  • Bachelor’s degree in civil engineering, or applicable engineering field preferred and/or experience in construction, transportation, maintenance, repair of public works facilities and systems or equivalent combination of education and experience.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to draft reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
  • Must be proficient in the use of computer software programs to include AutoCAD, Microsoft Excel, Word, and Outlook, Google Earth, GIS, or other aerial mapping programs. Must be able to use a smart phone to communicate by phone, email, text, take photos, and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to apply common sense understanding to conduct instructions given in written, oral, or diagram form. Ability to deal with problems involving concrete variables in standardized situations. Ability to prepare and review plans and specifications; estimate capital project costs; maintain and prepare detailed reports; interact effectively with other departments, the public and other agencies; evaluate proposed projects, or alternative solutions to maintenance or construction problems; establish and maintain effective work relationships with those contacted in the performance of required duties.
  • Ability to obtain Licensing by Arkansas Department of Health and Arkansas Department of Environmental Quality.
  • Requires a valid Arkansas driver’s license and clean drivers’ record with proof of liability insurance.

Responsibilities

  • Aid other Engineering staff with operations of the department.
  • Coordinates with the IT department to develop strategies, action plans, and documentation for software integration projects.
  • Aid with long-range planning and development of Public Services projects and cross-functional teams, including developers, stakeholders, and vendors.
  • Supports the development and implementation of goals, aims, priorities, policies, methods, and procedures for engineering.
  • Aids in the preparation of performance reports for the Public Services Director, committees, and the community as requested.
  • Supports the development of bid proposals and contract specifications for various repairs for any POA infrastructure (streets, water, sewer).
  • Aids in the purchasing of construction materials and replacement parts necessary to support department.
  • Aid in the investigation of customer complaints and complaint resolution in a professional and prompt manner.
  • Aids in the development and monitoring of operating and capital budgets as assigned; records and reports; letters; and cost estimates as needed.
  • Assists with GIS management.
  • Aids with subdivision plots, easements, maps, and projects.
  • Aids with water model project, water loss, lift station flushing and pressurized flow monitoring project and gravity flow monitoring projects.
  • Assists with Route4me management for Sanitation department.
  • Aids with the inspection of completed work by field crews for compliance with applicable standards, regulations, specifications, and may be needed to inspect new construction of POA facilities by general contractors.
  • Aids with inspection and monitoring of infrastructure construction of public services to ensure compliance with approved plans and construction standards. Read and interpret construction plans in conjunction with actual construction. Interpret product listings and installation requirements. Monitor construction milestone testing. Consult and recommend staff, developers, contractors, and engineers to meet the requirements needed to reach project goals.
  • Meet with staff, committee members, general contractors, subcontractors, architects, engineers, and other customers to explain engineering requirements and resolve conflicts and problems. Support more senior members with answering technical questions from the public about applicable projects and construction requirements. Aid with coordination with other divisions and governmental agencies on final project acceptance.
  • Draft reports. Enter data and inspection reports into computer system. Track projects, budgets, inspections, and work orders.
  • Use ESRI GIS (Arcmap), Global Positioning System (GPS), and Advanced Metering Infrastructure (AMI) for generating and maintaining data files used by staff. Facilitates and coordinates information transfer from various resources to GIS. Coordinates CAD infrastructure data transfer to GIS platform.
  • Investigate project and problem issues and provide conclusions as directed by supervisor.
