About The Position

This position coordinates the daily operations of the assigned area or program and completes administrative tasks to support the biosolids and residuals program. Work involves performing agricultural field inspections for compliance with land application permitting requirements and contractual obligations at different sites in North Carolina and South Carolina. The position performs biosolid storage pad inspections to monitor land application contractors' housekeeping practices at Charlotte Water facilities, and coordinates with EMD operations and technical staff on special biosolids and residuals management-related projects. This position serves as an International Organization for Standardization (ISO) 14001 internal auditor.

Requirements

  • High School Graduation or Equivalent and three (3) years of relevant work experience OR Associate's Degree and one (1) year of relevant work experience OR Bachelor's Degree and no relevant experience.
  • Requires a valid NC driver's license
  • Must obtain and maintain a City Driver’s Permit
  • Hold a North Carolina Land Application/Residuals Operator Certification or obtain the certification within one year after the first available North Carolina Land Application of Residuals Operator Training School.
  • Knowledge related to assigned area, such as knowledge of agricultural practices and soils and types.
  • Knowledge of water and wastewater regulations and inspections.
  • Knowledge of chemistry terminology.
  • Skill in using Word, Excel, Outlook, and other database software.
  • Skill in organization and planning.
  • Skill in utilizing interpersonal communications.
  • Ability to read maps (topo, soils, road).
  • Ability to analyze.

Responsibilities

  • Coordinate closely with internal team members including biosolids staff, treatment plant engineering, treatment plant operations, water quality, continuous improvement, and administrative staff.
  • Maintains and holds land application certification licensure in North and South Carolina.
  • Serves as a designated backup ORC for Charlotte Water's biosolids land application program.
  • Coordinate closely with external team members including customers and contractors.
  • Assist the Utilities Residuals Coordinator with administrative tasks and responding to non-urgent and urgent issues at the water and wastewater treatment facilities, at land application sites, and along routes to landfills or land application sites.
  • Travel and perform duties at land application sites in various counties in North Carolina and South Carolina, typically within a 100-mile radius of Charlotte, NC.
  • Assist with preparation ofregulatory-required annual reports and permit renewals.
  • Stay abreast of current wastewater and biosolids related policies and ordinances at the local, state, and federal levels.
  • Assists and works directly with customers, contractors, public agencies, and general public on related program requests, inquiries, and instructions.
  • Completes administrative tasks to support the biosolids program which may consist of data review, meeting minutes, investigation summary reports and other administrative support functions.
  • Participates in community outreach, education, and public information events.
  • Investigates permit violations; assists with special investigations, including the collection of biosolids and wastewater samples from different facilities and locations.
  • Supports the division's environmental management system by performing work with a focus on environmental protection, customer service, and continual improvement, and participating in corrective action investigations, efforts to meet division objectives, and continuous improvement projects.
  • Performs other related job duties as assigned.
