About The Position

This position involves administrative and technical work, responsible for examining and evaluating engineering plans and technical documents for residential and commercial infrastructure projects to ensure compliance with applicable municipal, state, and federal codes, standards, and regulations. The role involves review, coordination, and processing of development applications for roadway design, traffic operations, and stormwater management systems, with appropriate environmental considerations for water quality, wetlands, and flood prone areas, primarily to ensure compliance and consistency with the Seminole County Land Development Code and Comprehensive Plan. This role also involves collaboration with engineers, architects, developers, and regulatory agencies to facilitate accurate and compliant designs for public and private infrastructure projects. Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description. Additional compensation based on licensure.

Requirements

  • Bachelor's degree in civil or environmental engineering, or in a related field.
  • Five (5) years of experience in plan review and evaluation of new development residential and commercial infrastructure projects, or transportation and drainage design and analysis of public or private infrastructure.
  • Must possess and maintain a valid Florida Driver's License.
  • Strong understanding of engineering principles, construction standards, and relevant codes and regulations.
  • Proficiency in interpreting engineering plans and specifications.
  • In-depth knowledge of transportation and drainage engineering principles, hydrology, and stormwater management principles.
  • Excellent communication and interpersonal skills.
  • Strong problem-solving abilities, with a proactive approach to identifying and resolving issues.
  • Proficiency in relevant software applications (MS Outlook, MS Word, MS Excel, MS PowerPoint, MS Teams, Zoom, Adobe Acrobat, Google Earth / Google Maps, ESRI ArcView GIS).

Nice To Haves

  • Certified Professional Engineer with the State of Florida.
  • Certified Floodplain Manager certification.
  • Comprehensive knowledge of AASHTO and FDOT standards and guidelines.

Responsibilities

  • Analyze engineering plans, technical specifications, and related documents for residential and commercial infrastructure projects, focusing on roadway design, traffic operations, stormwater management systems, and buildings.
  • Verify compliance with municipal, state, and federal codes, standards, and regulations, including the Seminole County Land Development Code and Comprehensive Plan, the Seminole County Engineering Manual, and SJRWMD stormwater management requirements.
  • Identify potential issues and non-compliance, document findings, and communicate necessary corrective actions to ensure design accuracy to developers, engineers, architects, contractors, and project managers.
  • Evaluate plans for adherence to municipal, state, and federal regulations, including environmental permitting and floodplain management.
  • Serve as a liaison between developers, consultants, and regulatory agencies to address compliance issues and resolve plan discrepancies.
  • Stay informed and updated on changes in regulations, standards, and industry practices.
  • Provide technical guidance to developers, engineers, architects, and contractors regarding design revisions and compliance requirements.
  • Conduct meetings to discuss plan review findings, address stakeholder concerns, and recommend improvements to designs.
  • Prepare comprehensive review reports summarizing evaluation findings, required modifications, and approval statuses.
  • Maintain accurate records of all plan reviews, correspondence, and approvals for auditing and reference purposes.
  • Provide technical assistance in developing policies, procedures, and design criteria for transportation and drainage infrastructure.
  • Serve as a subject-matter expert on engineering standards and provide technical support to project managers, engineers, and contractors.
  • Conduct field inspections to verify that construction adheres to approved plans, particularly for critical drainage structures and transportation facilities.
  • Identify discrepancies or potential issues during construction and recommend corrective actions.
  • Support continuous improvement initiatives to enhance review efficiency and accuracy.
  • Stay current with industry trends, best practices, and changes in relevant standards, codes, and regulations through ongoing professional development.
  • Recommend improvements to plan review and evaluation procedures and practices based on lessons learned and industry advancements.
  • Participate in professional organizations, seminars, workshops, and training sessions to enhance skills and knowledge.
  • In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
  • Perform other duties as assigned.
