Raleigh Water, a leading utility within the City of Raleigh, is responsible for providing exceptional water and wastewater services to the City of Raleigh service area, including the Towns of Garner, Rolesville, Wake Forest, Knightdale, Wendell, and Zebulon. As part of our Capital Improvement Division, this Engineering Manager position oversees the City's water and sewer asset management program. This position reports directly to Raleigh Water's Assistant Director of the Capital Improvement Program. Raleigh Water's Asset management program is a critical component of the Capital Improvement Program and is responsible for how we manage our many existing assets to maintain reliable water and wastewater services. Asset management is a multi-step decision-making process that leverages GIS-based asset inventory data, along with analytical models and tools, to guide infrastructure investment decisions. This position ensures the integration of technical analyses, hydraulic modeling, and asset management strategies to support infrastructure reliability, capacity planning, and maintenance prioritization. The Engineering Manager of the Raleigh Water Asset Management Program position leads a team of engineers and technical staff, including coordination with the Raleigh Water GIS team, in applying advanced analytical tools and methodologies to optimize the performance and longevity of the City's water and sewer systems.

  • Supervises and manages Asset Management program team, which includes engineers and technical staff
  • Provides management and oversight of projects, programs and functional operations of the Raleigh Water Asset Management Program, developing strategies, goals, and priorities
  • Oversees and coordinates the asset management and hydraulic analysis programs and coordinates with Raleigh Water GIS team for effective management of asset inventory
  • Serves as liaison with other departments, City Manager, Council, Commissions, the public and other stakeholders
  • Communicates with internal and external stakeholders, reporting on asset management program progress, findings, and strategic initiatives
  • Provides expert guidance on complex hydraulic analyses and asset management strategies, supervising project implementation and adaptations
  • Manages and administers assigned budgets, assisting in capital budget development and administration
  • Participates in service contract negotiations, selecting and managing engineering consultants, overseeing contractual obligations and consultant outputs
  • Leads the research and integration of new technologies and industry best practices into current operations
  • Bachelor's Degree in Civil Engineering or related Engineering field
  • 5 to 7 years' experience in engineering, construction management or related work
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Professional Engineering (PE) Registration
  • Knowledge of principles and practices of civil engineering, especially related to water and sewer systems
  • Industry best practices, benchmarks, and emerging trends in asset management
  • Hydraulic Modeling and Analysis expertise using software such as InfoWater and InfoWorks ICM
  • Engineering Software: (i.e., ESRI ArcGIS, Cityworks, and other relevant platforms)
  • Supervisory principles, practices, and techniques
  • Project management principles and practices
  • Principles and practices of budget development and administration
