Unleash your talent and redefine what’s possible. Job Description: Parsons is looking for an amazingly talented Engineering Manager, Central Sector Construction Management Office to join our team! In this role you will get to provide management and direction for multiple Engineering disciplines on several large jobs, each typically exceeding $250 million in total installed cost. As part of Parsons’ anticipated role, we will provide Owner Agent Construction Management Services, including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.

Requirements

  • Bachelors degree in Engineering (or related field) and 10+ years of related work experience, including significant managerial experience of a large group of Engineers, Designers, and technical support personnel.
  • Proven ability for managing a large group of engineering/technical personnel and directing work involving complex technical situations, excellent written and oral communications skills, and a thorough knowledge of design and construction industry practices and regulations are required.
  • Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments.
  • Must be a US Citizen and able to pass required federal background checks.
  • Must have a valid driver’s license
  • Must be able to obtain appropriate DHS suitability determination.

  • A strong background in Federal Government contracting, acquisition and procurement processes is preferred.
  • Active membership in a professional engineering society is desired.

  • Works primarily from one of the three Sector Construction Management Offices located at San Diego, CA, El Paso, TX, or Edinburg, TX with the ability to occasionally travel to a remote site

Responsibilities

  • Reviewing standard designs from A/E firms and providing construction support.
  • Assist client to determine specific engineering support requirements to execute expanding construction program including developing or reviewing: Scope development, conceptual designs, design reviews, RFI reviews, Commissioning plans and activities
  • Develop and review cost estimates, schedules, and risk assessments
  • Review Design Documents and construction SOWs prepared by A/E firms and perform constructability reviews
  • Establish Commissioning roadmap and plan for multi-year construction program, review contractor commissioning plans, advise on commissioning trends/lessons learned
  • Reviews and approves discipline staffing budget estimates and staffing assignment schedules on each project.
  • Maintains appropriate staffing level, including temporary personnel, as needed.
  • Reviews and approves staff forecasting reports.
  • Monitoring cost, schedule, and risk performance
  • Mobilize company resources, through liaison with technical design teams in other offices, new hires or specialty subcontractors to create project teams capable of completing effective, quality work
  • Manages all engineering and design efforts for all disciplines required for assigned taskings.
  • Monitors the quality and progress of each discipline, ensuring that production requirements are satisfied.
  • Works closely with Program Management Office to resolve any existing or anticipated problems related to discipline staffing, quality of work, schedule performance, or productivity.
  • Reviews standards and procedure manuals for each discipline, verifying they are up to date with the current design processes.
  • Recommend improvements to department procedures.
  • Recruits, interviews, and evaluates prospective employees.
  • Hires, offers personnel development, conducts performance evaluations, counsels employees, takes corrective actions (as required), and approves terminations.
  • Ensures that new employees receive orientation on company policies and procedures.
  • Ensures performance within overhead budgets.
  • Actively participates in and promotes the Quality Improvement Program.
  • Performs other responsibilities associated with this position as deemed appropriate.
