Engineering Dept. Essential Functions: Directs, develops, and motivates staff to meet objectives that assist in achieving the District's strategic business plan. Supervises the work and training of resident inspectors, construction inspector seniors, construction inspectors, consultant inspection personnel and administrative support staff who have assigned responsibilities associated with the construction management of projects contracted directly with the District to ensure compliance with the District's Rules and Regulations and Standard Construction Specifications. Visits construction sites to review work and resolve the most difficult inspection problems. Meets with contractors, consulting engineers, land developers, public officials and the general public to resolve difficult construction problems. Assists in the development and preparation of detailed Capital Improvement Program (CIRP) project schedules and costs. Assists in the preparation of the annual CIRP budget supplement and the development and preparation of departmental operating budget. Additional Responsibilities: Maintains records and prepares reports; performs related work as required or as delegated by supervisor Qualifications Diversity Dept . Training and Experience: Associate Degree in related field, or 60 college credit hours towards an engineering related degree, and seven years of progressively responsible experience in the construction and inspection of sewers. Desirable Knowledge, Skills and Abilities: Considerable supervisory and technical knowledge of the methods, materials, practices and techniques involved in sewer construction: considerable skill in supervisory techniques and applications. Extensive knowledge of standard engineering field tests. Considerable skill in estimating quantities and quality of construction materials. Considerable skill in planning and overseeing the work of MWBE compliance inspectors, resident inspectors, construction inspector seniors, construction inspectors, consultant inspectors, administrative support staff. Extensive skill in interpreting complex plans and specifications. Extensive skill in dealing with, forming and maintaining effective working relationships with contractors, consulting engineers, public officials, the general public and others. Extensive skill in expressing oneself clearly and concisely both in oral and written form. Extensive skill in maintaining records and preparing reports. Ability to effectively participate in the constructability review of projects to be contracted by the District. Thorough knowledge of Diversity Programs requirements. Familiarity with use of personal computers and department hardware and software. Thorough knowledge of Microsoft products or similar type of planning and scheduling software. Engineering Dent. SPECIAL REQUIREMENT: Must possess valid driver's license issued by state in which employee resides.
