About The Position

Engineer Associate for the Traffic Management Center (TMC) responsible for monitoring traffic conditions, perform traffic engineering data analysis, traffic signal timing and operations investigations and adjustment support, and TMC Initiatives. Meet service level targets and expectations in relation to Traffic Management while complying with signal safety and operations requirements. This position performs paraprofessional engineering related work involving the investigation, evaluation, assessment, asset management, planning, writing reports, coordinating work, or inspection of public infrastructure and systems. Project management responsibility involves Transportation or Traffic Management projects. Support Engineers to analyze, assess, and interpret data, conditions, and systems to plan and execute traffic signal retiming projects, covering the data collection phase through the project reporting phase Support development and implementation strategies for improving arterial traffic flow and safety, prepare the development of system- performance measurement tools, standard operating policies/procedures, deficiency reports and mitigation plans, coordinate with local agencies related to the operation and maintenance of traffic signals and arterial systems Provide traffic operations support through the performance of on-site signal timing implementation and fine-tuning, and review of existing traffic operations issues. Use and apply engineering tools available such as TSM&O performance monitoring platforms and signal performance measures (SPM)platforms Interact professionally and proactively with clients to ensure clients are highly satisfied Maintain knowledge of Advanced Transportation Management System (ATMS) platforms, optimization software, and analysis software to ensure technical competence Closely coordinate with other department groups as needed. Perform a mix of both field and office work task activities. Field work will require work in typical climate conditions in Florida. Perform duties in the field including maintaining equipment, troubleshooting failures, making signal timing changes, and performing data collection activities.

Requirements

Knowledge of engineering principles and practices for assigned functional area.
Knowledge of engineering design criteria, standards, and applicable permit requirements.
Knowledge of construction standards, methods, materials, and inspection techniques.
Knowledge of field testing, sampling, and investigative techniques, and procedures.
Knowledge of applicable federal, state, and local laws, ordinances, regulations, and policies.
Knowledge of testing and monitoring devices and techniques.
Knowledge of environmental regulations and requirements.
Knowledge of health and safety standards and procedures.
Knowledge of project management theory, techniques, and tools.
Ability to manage, train, schedule, assign, monitor, review, and evaluate assigned staff.
Ability to organize, analyze, interpret, and evaluate engineering problems and provide practical, cost-effective solutions.
Bachelor’s degree from an accredited college or university with major in Engineering
Bachelor’s degree from an accredited college or university with a major in an Engineering-related field; AND Ten years of experience in the planning, assessment, design, construction, inspection of public infrastructure projects, or modeling of water, wastewater, stormwater, or traffic systems; OR An equivalent combination of education (not less than possession of a High School diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Nice To Haves

Minimum two (2) years of experience in traffic signal systems and traffic engineering principles.
Experience or knowledge of traffic controllers, traffic cabinets, and Traffic Signals.
Proven ability to work independently.
Experience with common development tools such as Synchro, Tru-Traffic, CADD, GIS, traffic signal controller platforms, and ATMS platforms; IMSA Traffic Signal Field Technician Level I and II, or ability to obtain within 12 months.
Traffic Management Center (TMC) operations experience is a plus
FDOT Intermediate Temporary Traffic Control (TTC) Certification, or ability to obtain within 6 months
Practical knowledge of ATMS platforms and traffic signal controllers is a plus
A passion for data analysis, attention to detail, real-time traffic operations improvements to enhance the safety and traveling experience of the motoring public and pedestrian

Perform duties in the field including maintaining equipment, troubleshooting failures, making signal timing changes, and performing data collection activities.
Applies broad knowledge of principles and practices to the planning, design support, construction, assessment, asset management, and maintenance of multiple municipal projects, or portions of major projects; resolves conflicts and ensures compliance with permits and regulations; prepares and monitors scopes, budgets, and schedules to ensure timely completion of projects.
Provides engineering support in the design of complete projects, systems, components of processes, including project documents.
Drafts or revises plans and drawings utilizing computer-aided design tools.
Plans, research, and conducts environmental and mapping surveys; performs cost analysis and feasibility studies.
Prepares contract drafts; evaluates contractor proposals and assists with review of proposals for professional engineering services.
Conducts reviews of permit applications.
Analyzes and interprets data; formulates and solves problems; makes recommendations based on findings.
Attends project meetings and presents specific aspects of engineering assignments, such as whether assigned projects are on schedule and established within budget.
May assign tasks to, direct, and mentor lower-level Engineering Associates and Engineering Technicians.
Other duties as assigned.
