About The Position

The engineering analyst supports the CoF program and engineering projects at Stennis Space Center (SSC), MS. Their primarily responsibilities include support as requested by the respective NASA CoF Program Manager and ESD Managers. The engineering analyst position is a function of the Engineering Services Department (ESD) reporting to the NSS Engineering Supervisor. The project analyst will be tasked primarily with NF1509 development, Tririga uploads, data mining, research, developing reports, technical writing, risk assessment, cost estimating, compiling project submissions, and monitoring and management of SSC’s project funding priority system (PFPS). They are responsible for design submittals, data collection, monthly and annual metrics, and design metric reporting. The role shall assist design engineering with project submittals to ensure on time delivery and accurate submittal documentation. Serve as a constant fixture in the design submittal process ensuring consistency over multiple projects. Subject matter expert for project specifications working with design engineers and product lifecycle management (PLM) teams. Work Model: Onsite/Office-Based

Requirements

  • Bachelor’s degree in communications, science, engineering, or mathematics or 10 years’ experience in engineering related field.
  • Possess technical writing and communication skills.
  • Self-driven with ability to work independently and in a team environment.
  • Ability to adapt, multi-task, and shift responsibilities to meet customer requests timely within day-to-day tasking.
  • Prior experience with NASA, SSC, or federal government practices.
  • Must be a U.S. Citizen in order to obtain required NASA badge.
  • Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire (candidate will be sent home if this paperwork is not provided upon arrival on date of hire).
  • Must have the ability to communicate the English language, both verbally and written, in an effective manner.
  • Must have, and maintain, a valid Real ID driver’s license.
  • Must be able to pass a Pre-Employment background check and drug screen test.
  • Occasional travel or involvement in CoF Program at other NASA facilities.

Responsibilities

  • Remain engaged in active CoF funded projects at SSC.
  • Maintains CoF project database, including collecting and entering new project submissions.
  • Support Indefinite Demand Indefinite Quantity (IDIQ) Task Order (TO) formulation by assisting project managers and project controls with developing proposal documents (narrative, basis of estimate, schedule).
  • Scope of Work (SOW) development, defining scope to a level of detail on which to base the estimate, project schedule, technical requirements, and baseline budget.
  • Develop quad charts, project plans, risk assessments, and estimates for NASA CoF projects.
  • Develop, collect, and maintain CoF project submissions for S3 personnel (SSC Form 702).
  • Active monitoring and management of the PFPS database.
  • Develop and maintain NASA Form 1509 and NF1579 submissions.
  • Coordinate creation of EconPack Life-Cycle Cost Assessments and maintain EconPack software capabilities.
  • Represent NSS by participating in NASA led meetings affecting CoF program.
  • Interface with CoF customers and key stakeholders to ensure communication of project status.
  • Develop and present CoF project status in monthly and quarterly reviews.
  • Attend CoF project design reviews.
  • Provide support to design submittal in accordance with SSC Standards.
  • Assist project teams with development and peer review of studies and preliminary engineering reports.
  • Provide review of and input to monthly data requirements deliverables including status, percent complete, milestones, highlights, issues/concerns, and financial reporting.
  • Documenting and sharing Lessons Learned.
  • Coordinate and attend CoF training courses as well as lead CoF training sessions for S3 personnel.
  • Support NASA CoF Program Manager with CoF data calls (discrete, minor revitalization, construction, institutional, program-direct, renewal, repair, enhanced use lease agreements, demolition/consolidation, energy, facility planning and design, supplemental).
  • Direct interface with NASA CoF Program Manager.
