About The Position

About the Position: Join us in this exciting role providing a project manager to support the National Oceanic and Atmospheric Administration Office of the Chief Administration Officer (NOAA OCAO) to provide support for planning, design, and construction projects, such as deferred maintenance, repair, and recapitalization projects. Typical projects will range in size from $50K to $3.5M and will involve a wide range of building systems (roofing, mechanical, electrical, site, etc). Job Type: Full-time, 40 hours per week. Project Duration: 01 April 2025 – 30 March 2026, with one option year. Travel: Up to four U.S. trips in 12 months.

Requirements

  • State licensure in either Architecture or Engineering.
  • 10 years’ experience in engineering project development or facilities management.
  • NACI Clearance (or the ability to obtain it)
  • Strong analytical and communication skills.
  • Proficiency in computers and Microsoft Office.
  • Skilled in preparing reports and presentations.

Responsibilities

  • Use Builder SMS data to develop a list of prioritized projects, validate data/projects with Line Office facilities staff, and develop scopes of work to be executed by NOAA contracting staff.
  • Support PPMD in the management of the construction and repair program.
  • Development of Project packages consisting of a fully defined scope of work, including project justification, construction estimates, and project schedule.
  • Identification and quantification of DMR budget needs and budget submissions.
  • Work directly with appropriate stakeholders on scope items and project development issues to ensure projects meet intended goals, stay within intended budgets, and meet regulatory requirements (codes).
  • Assist with NOAA's facility condition assessment program, including coordination with Line Office facilities managers.
  • Assist in updating NOAA policies and procedures related to facility operations, maintenance & repairs, and construction.
  • Attend project meetings. Attendance will be a mix of teleconferencing and in-person meetings at off-site locations. Expect up to 4 trips within the continental US per year. At project meetings, take notes and provide a summary of relevant information to the NOAA facilities team
