About The Position

The Utility Engineer serves as DelDOT’s authorized representative for utility coordination within the Division of Economic Development Coordination, overseeing all utility-related activities for state transportation projects. This leadership role is responsible for directing the review and approval of relocation plans, managing utility agreements and reimbursable work, and resolving complex technical conflicts during project development. Acting as a vital liaison between utility companies, consultants, and internal project managers, the Utility Engineer ensures all facilities within the right-of-way are coordinated in compliance with DelDOT and Federal requirements. Beyond traditional coordination, the position provides critical oversight for Subsurface Utility Engineering (SUE) contracts, the DelDOT Utility Regulation, and the evolving landscape of small wireless and renewable energy permitting. Drafts, develops and modifies engineering designs, plans and specifications. Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. Applies the principles and theories of science and mathematics to research and develop solutions to technical problems. Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. Tests or evaluates materials, equipment, systems and facilities. Plans and coordinates engineering projects. Reviews, analyzes and reports on the status of projects and/or regulatory conformance. Develops cost estimates for project time and materials. Provides technical guidance and training to technical staff.

Requirements

  • Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  • Three years experience as a project engineer in one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects. Chemical Engineering Electrical Engineering Civil Engineering Construction Engineering Environmental Engineering Industrial Engineering Mechanical Engineering Agricultural Engineering Material Science Engineering
  • One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
