Summary Statement This position is an essential status position that will manage the Transportation Management Center (TMC) and support statewide transportation systems. As the Transportation Systems Operations Manager, CE PM II, you will manage multiple programs to maintain and enhance the statewide Intelligent Transportation Systems that are operated from the TMC. This will include supervising, evaluating, and overseeing staff and the programs that include daily statewide Traffic Operations, Signal/Cooridor Timing, Transportation Systems Management & Operations (TSMO), Traffic Systems Engineering, and other technologies and that provide a cooperative transportation system that is safe, accessible, and maintains the Delaware roadway network for all road users. This position will work directly with multiple sections, agencies, and stakeholders to maintain the permanent and temporary traffic operations along the Delaware roadway network that follow the Delaware specifics of the Manual on Uniform Traffic Control Devices (MUTCD), Transportation Incident Management (TIM), Specifications, Details, and AASHTO guidelines.

Requirements

  • Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  • Three years experience as a project engineer in one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects. Chemical Engineering Electrical Engineering Civil Engineering Construction Engineering Environmental Engineering Industrial Engineering Mechanical Engineering Agricultural Engineering Material Science Engineering
  • One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  • Applicants must be legally authorized to work in the United States.
  • Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.
  • A satisfactory criminal background check is required as a condition of hire.
  • As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).

Responsibilities

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.
