About The Position

Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements. This position is intended for the Business Development team being stood up in E33. Primarily because this group is starting out, the candidate will need to be a self-starter and able to run issues to ground efficiently. Candidate will work with all levels of management to not only develop and manage manning plans, and progressing activities, but will also help look for business development opportunities for the department and the coatings commodity as a whole. There will be some limited administrative functions required such as managing work flows in SAP, maintaining the E33 main site and coordinating computer accesses.

Requirements

  • Bachelor's Degree and 6 years of relevant exempt experience; Master’s Degree and 4 year of relevant professional experience
  • One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications: NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

Nice To Haves

  • Ability to analyze historical manning curves and project/forecast new curves based on this historical data. This could include displaying the data in various reports for management review and consideration such as san charts.
  • Proficient in Earned Value Management System (EVMS).
  • Proficient in SAP, Microsoft Products (Excel, Word, Power Point)
  • Ability to work with variety of different people in Engineering Management, Program Office, Finance and various other Business teams to obtain to manage LRM plans and maintain progressing activities.
  • Has an understanding of project management activities and can manage a wide array of tasks.
