About The Position

The Plan Review Engineer provides the Contract Standard and Development Unit, the Roadway Design Unit, Division Personnel, Consultant Engineers, and Municipalities with instruction and direction in the development of highway plans, cost estimates, specifications, standards, and special details. A Plan Review Engineer is responsible for ensuring the 100% Plans, Specifications, and Estimates (PS&E) package is complete and accurate, and follows all guidelines to prepare projects for advertisement and subsequent letting. A PE license is preferred, but not required for this position.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Nice To Haves

  • Experience preparing final Plans, specifications, and Estimates (PS&E packages), with strong knowledge of the highway design process, plan review, and protocols for submittal to the Contract Standards and Development Unit.
  • Knowledge of Roadway Standard Drawings, Roadway Design Manual, Standard Specifications, Master Pay Item List (MPIL), and other design resources, ensuring compliance and accuracy.
  • Demonstrated ability to evaluate project quantity calculations and apply experience with specifications and construction procedures to maintain quality and consistency.
  • Demonstrated ability to coordinate with NCDOT units, Divisions, consultants, and municipalities to ensure PS&E packages are complete, accurate, and address all concerns.
  • Skill in written and verbal communication, with the ability to problem-solve and recommend solutions independently.
