Within the Division of Planning and Programming, the Programs Management Office provides the Department with dedicated non-DOT let program management, including development and administration of special and municipal agreements statewide through the Local Programs Management Office (LPMO), and oversight of other Program functions including but not limited to Grants Management, including agreement creation and execution and grant reporting; Local Programs oversight, which includes “cradle to grave” oversight of locally-delivered projects; and, assistance with special agreements needed across various modes (Rail, Aviation, IMD, Planning, etc.). We are looking for an experienced and knowledgeable Staff Engineer skilled in organizing data from a variety of sources into meaningful information for LPMO staff. This position will report directly to the Unit Head and will work closely with multiple stakeholders to analyze data and develop reports for the unit to use to make timely decisions. In this role, you will: •Analyze data to identify trends and issues and make recommendations for improvements or best practices. •Utilize charts, graphs and infographics to present data in clear, informative reports (via PowerBI, Excel, or other visualization tools). •Accurately monitor progress on performance metrics, track project fiscal and schedule information, and ensure thoroughness in the data analysis. Grants status tracking will also be required. •Effectively communicate complex data findings and collaborate with unit staff and other disciplines to identify, recommend, and implement process improvements. •Develop and update SharePoint site(s)/Team webpage or other applicable tools to improve efficiency of finding resources for unit. •Lead or assist in developing and updating manuals, training, and guidance documents to support project managers. •Lead or assist in project closeout. •Perform work with minimal supervision. •Complete other assignments and priority initiatives with the Unit Head and the LPMO team to meet Department goals.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Nice To Haves

  • Knowledge of professional engineering, techniques, practices, and procedures, NCDOT organizational structure, budgetary planning, and skills in applying this knowledge.
  • Experience in developing, interpreting, and administering policies, procedures, and regulations in application to projects from conception to construction closeout.
  • Experience establishing and managing priorities, developing work schedules, monitoring goal progress and schedules, and tracking data and activities.
  • Experience anticipating and resolving problems, working cooperatively with others, influencing others to achieve results, and enhancing organizational effectiveness and project delivery.
  • Experience drafting and disseminating written communications to a broad range of audiences.
