About The Position

This position within the Solid Waste Section of the Division of Waste Management is responsible for solid waste permitting activities including permitting, technical consultation, investigation, evaluation, planning, design review, approval, and determination of environmental impacts for all aspects of solid waste management. The position functions as a project manager for solid waste projects requiring new, amended, or modified permits, providing detailed engineering review of permit applications, preparing permits, coordinating the activities of internal participants in the permit process such as hydrogeologists, compliance officers and business analysts, and coordinating with outside agencies such as Water Resources, Cultural Resources, Air Quality, DEMLR and others. Work at this level is generally performed independently. The position is responsible for technical review of engineering designs and/or project specifications to ensure compliance with engineering principles, standards, statutes, rules, and regulations related to the siting, design, construction, and operation of solid waste management facilities. Solid waste management facilities include high-tech landfills for the disposal of coal combustion residuals, municipal solid waste (MSW), and industrial wastes, construction and demolition debris landfills, medical or MSW incinerators, land-clearing and inert debris landfills, transfer facilities, HHW facilities, and treatment and processing facilities. The position will periodically assist with developing program policy, guidance, and rules, and with section or branch planning activities.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Responsibilities

  • Ensure timely and detailed review of engineering applications, drawings, specifications, and calculations to determine compliance with Federal and State laws, rules, and policies, and good engineering practices.
  • Prepare permit documents for solid waste management facilities based on the review of the submitted information and in consultation with other professionals within the Solid Waste Section such as hydrogeologists and environmental specialists.
  • Provide technical and regulatory assistance to counties and municipalities, private solid waste management firms, consulting engineers, the public, interest groups, organizations, and inter- and intra- agency staff.
  • Assist with developing program policy, guidance, and rules, and with section or branch planning activities.
