About The Position

This Engineer II position is located in the Division of Waste Management, Brownfields Redevelopment Section (BRS). The Engineer II will provide project management, consultation, investigation, evaluation and planning, and design review on remediation and mitigation systems on brownfields properties, including the design and installation of vapor intrusion mitigation systems. The Engineer II will need to exercise judgement that directly impacts health and safety issues, particularly pertaining to vapor intrusion and other mitigation or remedial measures that would be employed on brownfields properties. In addition to providing technically sound project management, the Engineer II will conduct risk evaluations utilizing applicable DEQ protocols, contribute to the continued growth of the BRS, and effectively communicate with the Section’s stakeholders.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Responsibilities

  • The Engineer II is responsible for consultation, investigation, evaluation and planning, design, design review and approval of work plans for the assessment, mitigation, and remediation of brownfields properties, and the determination of environmental and safety impacts of redevelopment projects as they apply to the Brownfields Program; provide project management oversight; and provide state oversight and technical guidance to parties operating under the Brownfields program to ensure that prospective developers protect public health and the environment when redeveloping brownfields properties.
  • The Engineer II is responsible for Risk Management on Brownfields Properties. Using factors such as chemical types, concentration levels and exposure routes (such as direct contact, surface water, groundwater, and air) the Engineer II will determine if sufficient data is available, then conduct risk assessments using established DEQ protocols and tools. Using those assessments and other factors, the Engineer II will evaluate what risk management is needed to safely redevelop Brownfields properties.
  • The Engineer II will evaluate vapor intrusion risk and mitigation measures. Primary activities include conducting risk evaluations from various site media to determine vapor intrusion risk, review vapor mitigation designs for completion in accordance with existing DEQ guidance and evaluate pre- and post-occupancy data to determine if vapor mitigation systems functioning as intended.
  • The Engineer II must present and communicate technical information to various stakeholders.
