About The Position

As a critical member of the Community Development Block Grant – Infrastructure (CDBG-I) Unit, the Engineer II is focused on providing project management duties for federally funded CDBG-I construction projects across the State of North Carolina. This position will review funding applications, engineering reports, and construction bid documents, provide construction management for funded projects, determine eligibility of change order, inspects construction, and serves as a liaison for the CDBG-I program for funding recipients (local governments and utilities), consulting firms, the public, interest groups, state agencies, organizations and the Division. This position requires a valid Driver's License. Statewide travel is required, overnight stays are possible.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Responsibilities

  • Review submitted funding applications from local government units either annually or bi-annually. As required, provide application training assistance to prospective local government units.
  • Completes timely and detailed reviews of engineering reports to ensure projects are financially feasible and align with executed CDBG-I grant contract.
  • Ensures timely and detailed review of construction bid documents for compliance with Federal and State laws, rules, and policies, and good engineering and construction practices.
  • Performs construction management duties for projects, to include change orders for eligibility and performance of regular inspections, compliance with CDBG-I grant conditions and requirements, and documenting observations and progress.
  • Attend and, as required, conduct meetings with local governments, their consultants and contractors, to facilitate project development to ensure completion of construction within CDBG-I grant timeframe.
