This unique Project Manager level position, staffed directly to Rail Planning Manager, will be responsible for Freight Rail & Rail Crossing Safety (FRRCSI) project management, contract & agreement development and administration, as well as reviewing and tracking financial reports and invoices of FRRCSI projects. This position requires frequent and significant written & oral communication and negotiations with the state’s 25+ short line and Class I railroads. This position will be heavily involved in the Strategic Transportation Initiatives (STI) process that plans, develops, evaluates, prioritizes, and scores rail projects based on current, short-term, and long-range statewide, regional, and division needs for funding in the State Transportation Improvement Program (STIP). Through communication & collaboration with fellow Rail Division team members, railroad partners, other planners, engineers, economic developers, attorneys and industry leaders across NC, this position applies engineering skills, knowledge, and judgment that are uniquely rail-centric to perform project management duties, benefit-cost analyses, levels-of-service calculations and safety research for developing, prioritizing, and recommending proposed rail infrastructure enhancements which expand capacity, improve mobility and connectivity, and increase accessibility for public and private freight and passenger corridors. Frequent in-state travel is required. One day trip per month and 4-6 overnight trips per year can be expected.

Requirements

  • Considerable knowledge of project management methodologies to successfully plan, implement and execute complex projects.
  • Demonstrated ability to communicate effectively with both written and verbal communication to a wide variety of audiences.
  • Demonstrated ability to prepare, understand, explain and administer complex contracts; interpret transportation plans, provisions, and project specifications; develop and/or interpret policies, procedures, regulations, and other legal documents;
  • Demonstrated ability to communicate principles and practices of civil engineering, construction and maintenance methods, and materials and equipment especially as they relate to highway and/or rail infrastructure enhancements
  • Working knowledge of grants and/or grant administration.
  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Nice To Haves

  • Previous experience collaborating with other engineers & planners, from both NCDOT and private engineering firms is helpful.
  • Experience communicating with NCDOT Fiscal, Legal offices and/or Division Engineers is helpful.
  • Experience communicating with EDPNC and/or economic developers is helpful.
  • Experience communicating & collaborating with NC Ports Authority, MPOs, RPOs and other transportation officials is helpful.
