Job Description General Functions Performs advanced professional engineering work, involving the application of advanced engineering principles in the development, design, construction, and operation of bridges, roadways and stormwater structures. This is advanced engineering work with some supervisory responsibilities. An employee assigned to this classification is responsible for more complex and diverse projects. Supervision is exercised over a staff or crew of technical or clerical positions. Work is performed with considerable independence under the general supervision of the designated supervisor. This position is responsible to manage the Roads & Drainage Division's bridge maintenance and repair program, through review of FDOT bridge inspection reports, determination of non-structural and structural deficiencies, and coordination with staff, consultants and contractors for deficiency repairs.

Requirements

  • Engineer II
  • Graduation from an accredited college or university with a Bachelor's degree in civil engineering, structural engineering or closely related field, and one year of experience in engineering design, construction and/or maintenance of bridges, roadways and stormwater structures, including contract management experience. In Lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.
  • Engineer III
  • A Bachelor's degree in civil engineering, structural engineering or closely related field, and four years of experience in engineering design, construction and/or maintenance of bridges, roadways and stormwater structures, including contract management experience. In Lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.
  • Must possess and maintain a Professional Engineer license from the Florida State Board of Professional Engineers or be able to obtain it within (6) six months from date of hire.

Nice To Haves

  • Knowledge of engineering theories and practices related to bridge design, maintenance, construction, and project management. Technical skills in the design of bridges, preparation of details for bridge repair and rehabilitation
  • Ability to work independently with minimal direction and oversight. Possess the ability to work on concurrent project assignments simultaneously
  • Exceptional communication skills, with the ability to organize, schedule, and prioritize assignments.
  • Working knowledge of MS Office Suite (Word, Excel, and PowerPoint), proficient in computer usage and various databases. Knowledge of CAD, GIS and other hydraulics/hydrological modeling programs is a plus.

Responsibilities

  • Effectively and efficiently manage County's Bridge Maintenance and Repair Program
  • Review FDOT bridge inspection reports (CIDR) for County maintained bridges, perform site visits, prepare repair strategy, and schedule repairs as deemed necessary.
  • Prepare Bridge Maintenance and Repair contracts, contract amendments, and coordinate delivery orders, change orders, invoice tracking, and tracking of in-house bridge repair work.
  • Monitor contract operation functions to ensure compliance with specifications, establish and implement internal control systems to comply with contract methodology and compliance. Monitor costs, including labor time and material.
  • Review and perform a variety of complex engineering analysis and calculations and computer models in the performance of engineering tasks on stormwater management and flood control proposals.
  • Prepare and review bridge plans, detailed studies, and technical designs, cost estimates, and specifications for retrofit work.
  • Maintain procedures, various databases, and reports for tracking, monitoring, evaluation, and budgetary purposes using Excel spreadsheets
  • Serve as division representative/liaison with FDOT, various consultants, contractors, and vendors, schedule and attend meetings, and coordinate outsourcing efforts
  • Review latest FDOT specifications, technical drawings, and design calculations for bridge and other drainage structures
  • Provide input on the selection of cost-efficient repairs for bridges and other drainage structures
  • Coordination of project execution and control (from a structural perspective) to achieve continuity within scope, budget, and time schedules from initial start-up through final construction activities.
  • Based on the FDOT CIDR bridge inspection reports, determine and confirm causes of failures, damages, defects, and differentiate structural defects versus non-structural defects through site investigations. Provide technical reports detailing investigations and assessment of damages to the structure.
  • Inspection of contractor or subcontract operations to ensure compliance with FDOT specifications and contracts, and determine non-compliance where applicable.
  • Create and maintain site logistics plan, determine QC deficiencies, if any, and manage corrections when required.
  • Manage schedules, including preparation of detailed short-term plans and ensuring all assigned activities take place on or ahead of scheduled dates, including the exercise of decision-making to reschedule and/or re-coordinate work to ensure compliance with applicable project schedules;
  • Prepare and submit Daily Reports, including work in-place quantities. Prepare quarterly and annual reports to derive performance trends and for audit purposes.
  • Perform other related duties as assigned.
