About The Position

The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. Primary Purpose/Job Summary: Review of post-construction stormwater permit applications for low-density and less complex high-density projects. This includes reviews for completeness and detailed reviews of engineering plan submittals. Ensuring timely and detailed review of engineering drawings and specifications for compliance with Federal and State laws, rules, and policies, and good engineering practices. Advising and providing engineering guidance, training and written technical/compliance documentation to staff and clients. Meeting with permit applicants to facilitate project development, design, construction, and ultimately permit approval and site compliance. Assisting with establishment and maintenance of program management database.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Responsibilities

  • Review of post-construction stormwater permit applications (primarily low density and less complex high density projects) for new and existing residential, commercial, industrial, and institutional facilities that are subject to the state stormwater program and has the authority to approve and issue stormwater permits when engineering plans are compliant with state and federal stormwater rules.
  • The employee would perform numerous engineering calculations with a high degree of accuracy and evaluates engineering plans and specifications.
  • Communicate effectively with applicants, consultants, local governments, general public, etc. regarding applicable rules, regulations, and procedures.
  • Update and maintain electronic permit databases in a timely manner.
  • Coordinate reviews and permitting with higher level post-construction stormwater engineers and/or manager as needed.
  • Attend and/or participate in relevant trainings/workshops to enhance knowledgebase.
