About The Position

The Drainage Program is comprised of the Tax Ditch Program and the Public Ditch Program. The Drainage Program Engineer provides engineering support and services to both branches. The Engineer reviews submitted plans and provides feedback as appropriate to ensure the integrity of tax ditch systems across the State are maintained. Additionally, the Engineer assists in the planning and development of tax ditch and drainage improvement projects to address drainage and tax ditch issues across the State. Career Ladder Upon satisfactory completion of department promotional standards and job requirements, employees may be eligible to be promoted to the next level.

Requirements

  • Engineer I: Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 1. Possession of a Bachelors degree (or have an anticipated graduation date within 9 months) in Civil or Environmental Engineering or official notice of passing the Fundamentals of Engineering (FE) examination (in the assigned engineering discipline) administered by the National Council of Examiners for Engineering and Surveying (NCEES).
  • Engineer II: Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 1. Possession of a Bachelors degree or higher in Civil or Environmental Engineering OR official notice of passing the Fundamentals of Engineering (FE) examination in Civil or Environmental Engineering administered by the National Council of Examiners for Engineering and Surveying (NCEES). 2. At least one year experience in Civil or Environmental Engineering OR possession of a Masters degree or higher in Civil or Environmental Engineering.
  • Engineer III: Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 1. Possession of a Bachelors Degree or higher in Civil or Environmental Engineering in Civil or Environmental Engineering administered by the National Council of Examiners for Engineering and Surveying (NCEES). 2. At least four years experience in Civil or Environmental Engineering. 3. Knowledge of engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects.
  • Engineer IV: Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada OR Possession of a Masters degree or higher in Civil or Environmental Engineering. 2. At least five years experience in Civil or Environmental Engineering. 3. Six months experience in engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects.
  • As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).

Nice To Haves

  • Knowledge of the principles and foundation of computations included in hydrologic routing programs, including HydroCAD.

Responsibilities

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

  • Incentives are paid in two installments. One installment after three months of employment and the second installment after eighteen months from the initial date of employment.
  • New employees accepting this recruitment bonus must commit to two consecutive years of employment with DNREC in the Engineer I-IV series.
