Professional, Scientific, and Technical Services

The Engineering and Implementation Manager leads and oversees all enterprise engineering initiatives supporting Consular Affairs (CA) systems across domestic data centers and overseas posts. This role provides technical leadership for physical and virtual hosting environments; including Windows, UNIX/Linux, IaaS, PaaS, and software-defined infrastructure, and plays a critical part in designing resilient, redundant, and scalable architectures. The Engineering and Implementation Manager is responsible for engineering services, technical planning, and implementation activities supporting CA's global infrastructure, ensuring secure and reliable operations while guiding cloud transition efforts and modernization strategies. This position requires strong leadership of a large engineering and operations staff and extensive experience delivering enterprise-scale infrastructure solutions.

  • Lead and manage a large engineering and operations team responsible for designing, implementing, and maintaining physical and virtual hosting environments across domestic and overseas CA locations.
  • Provide engineering services for Windows and UNIX/Linux servers, hypervisors, converged infrastructure, IaaS/PaaS platforms, and cloud-transition architectures.
  • Oversee enterprise-wide engineering and implementation of LAN and data center configurations, including network integration with Department of State (DoS) managed environments.
  • Develop operational designs for mission-critical systems, ensuring resilience, redundancy, disaster recovery capability, and cross-data-center failover (active/active and active/passive).
  • Engineer "shared nothing" standby infrastructure to support automated switchover/failover with minimal human intervention.
  • Plan, prioritize, and execute multiple engineering projects in parallel while maintaining alignment with production operations.
  • Manage the implementation of technical changes, design enhancements, and process improvements in highly complex enterprise environments.
  • Collaborate with architects, developers, operations teams, and customer stakeholders to translate business and technical requirements into actionable engineering solutions.
  • Support the transition of applications/systems into cloud environments and hybrid architectures.
  • Develop detailed project plans, engineering design documents, and implementation roadmaps for new capabilities, features, or infrastructure solutions.
  • Ensure all infrastructure documentation is updated to reflect newly implemented changes, configurations, and system designs.
  • Active Top Secret (TS) clearance.
  • Master's degree in computer science, Information Technology, Management or a related field and 15+ years of relevant experience leading a large engineering and operations staff supporting programs of similar size, scope, and complexity. In lieu of degree, 20+ years experience required.
  • Demonstrated experience managing the implementation of technical and process changes in complex enterprise infrastructure environments.
  • Proven ability to collaborate with internal and external stakeholders, including architects, developers, and operations personnel, to gather requirements and design infrastructure capabilities.
  • Demonstrated experience planning, prioritizing, and successfully delivering multiple concurrent engineering projects in coordination with production operations.
  • Experience engineering solutions in both cloud and on-premises environments, including hybrid architectures and cloud transition strategies.
  • Experience supporting the transition of systems/applications into cloud hosting environments (IaaS/PaaS/hybrid).
  • Strong experience designing resilient architectures with redundancy, automated failover, disaster recovery, and multi-site hosting capabilities.
  • Expertise with Windows and UNIX/Linux server platforms, virtualization technologies, networking, and enterprise storage.
  • Experience developing technical project plans, engineering documentation, and implementation designs.
  • Demonstrated experience introducing new technologies, tools, and engineering processes to improve availability, monitoring, management, scalability, patching, and overall service delivery.
  • Experience engineering and integrating networks within data centers and enterprise enclaves.
  • Experience designing and implementing "shared nothing" architectures with active/active or active/passive failover capabilities.
  • Experience with Infrastructure-as-Code, automation/orchestration tools, or cloud-native services.
  • Experience transitioning legacy systems to modern, cloud-ready architectures.
  • Prior experience supporting the U.S. Department of State (DoS), FBI, or Intelligence Community (IC) programs is highly preferred.
  • Experience with Oracle technologies, including database environments, clustering, or infrastructure integration, is desired.
  • Relevant technical certifications (e.g., Microsoft, Red Hat, VMware, AWS/Azure, Cisco, Oracle Certified Professional (OCP) - Database or Cloud Infrastructure, CompTIA Security+ and SAFe Agile Cert.).
