About The Position

Under the direction of a Professional Engineer (P.E.), performs engineering work for water, sanitary sewer, street, stormwater, and other Public Works issues and programs; ensures technical competence and compliance with all current codes and criteria; works with maintenance crews to problem solve, review and inspects permitted work, and works towards building public trust and confidence in its Public Works Department.

Requirements

  • Street, storm, sewer, sanitary and waterline design.
  • Engineering calculations and software programs associated with area of assignment.
  • Structure, organization and inter-relationships of City departments, agencies, and related governmental agencies and offices affecting assigned functions.
  • Principles and practices of program development, project budget preparation and administration.
  • Negotiation principles and practices.
  • Effective communication principles and practices to include public relations.
  • Principles of business letter writing and basic report preparation.
  • Basic project management techniques.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and CAD.
  • Establishing and maintaining effective working relationships with staff, management, vendors, outside agencies, community groups and the general public.
  • Applying principles and practices of civil engineering related to area of assignment.
  • Performing professional engineering duties involved in the design and development of a variety of engineering projects.
  • Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives.
  • Preparing, reviewing, interpreting, analyzing, and modifying complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
  • Preparing and analyzing complex data and comprehensive reports.
  • Performing negotiations and effectively partnering with other departments and groups.
  • Analyzing and reviewing project budgetary information to determine the overall impacts.
  • Responding to inquiries with effective oral and written communication.
  • Bachelor’s Degree in Engineering from an accredited university.
  • Possession of a valid Driver’s License.

  • Valid FE (Engineer Intern) certification preferred.

Responsibilities

  • Work on projects for the City’s Capital Improvement (CIP) program; oversees project’s technical and financial directions, administers professional service, design, and construction contracts including design construction negotiations; establishes initial project budgets, cost estimates, cash flow projections and master schedules; monitors project schedules and budgets to ensure financial and schedule milestones are met; develops and provides routine updates of project schedule and budgets; resolves public questions and concerns; coordinates with other municipal agencies and/or private utilities and companies involved in the project; oversees easement acquisition/utility relocation and permitting activities; prevents or resolves problems occurring during project development and execution; participates in the development of bidding documents and the construction contract award process; analyzes problems during project and takes appropriate action to resolve; provides regular reports and briefings; and ensures project records and documentation are properly maintained and performs quality assurance for the project.
  • Work with City staff as needed to keep the project on schedule and provide appropriate response times to customer requests; and provides feedback regarding performance of delegated tasks.
  • Maintain knowledge base and researches activities associated with City software such as Geographic Information System (GIS), InfoSewer, InfoWater, Pavement Management, and Project Management Software.
  • Provide engineering support/information for other City Departments including Administration, Streets, Water, Sanitary Sewer, Parks, Police, etc; reviews engineering manuals and provides technical responses as needed.
  • Support the relationship between the City of Belton and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; and performs related duties as required or assigned.
  • Ensures that job duties are completed in strict adherence to established safe work practices.
